Municipal water and sanitary sewer collection and treatment services is provided by the Leading Creek Conservancy District, a political subdivision which specializes in the provision of public water services. The LCCD acquired the municipal sanitary sewer collection and treatment system serving the residents and businesses of the Village of Rutland in 2024 from the Meigs County Board of Commissioners and is now responsible for its maintenance and operation.
