Welcome
The Mayor is the highest elected official in the Village and fulfills a number of executive roles. In his capacity, the Mayor serves as the chief executive officer of the Village, and is thereby the head of the Village's executive branch of government.
The Mayor oversees the daily operations of the Village. In this regard, the Mayor supervises public services and public officers, including employees and service volunteers; and oversees contractual service agreements.
The Mayor is also the chief conservator of the peace. In this regard, the Mayor enforces all Village ordinances, including resolutions and policies.
The Mayor presides over all meetings of the Rutland Village Council, to whom the affairs of the Village are communicated. The Mayor also serves as the presiding officer of Mayor's Court, where violations of Village ordinances are prosecuted.
Lastly, the Mayor fulfills ceremonial roles, such as public speaking at activities and events, presenting letters of commendation, proclamations and commemorative resolutions.

Executive Orders and Proclamations
Access Executive Orders and Proclamations issued by the Mayor.
As the Village's chief executive officer, the Mayor will, from time to time, issue executive orders giving official commands, in writing, to the Village's executive departments, which have the force of law. Proclamations are issued by the Mayor to declare an appointment of a Village official, declare or recognize a public holiday or special event, convene a special meeting of the Village Council and convene special committees. Grants Administration

The Office of the Mayor oversees the application and administration of grant funding programs available or awarded to the Village. Applications for grant funding are made taking into consideration the needs of the Village, local shares available and the project's sustainability. The Mayor's Office offers an array of ceremonial and special services to citizens and merchants alike. These services include conferring certificates, letters of commendation and resolutions of commemoration; issuing proclamations; marriage sanctification; public speaking; ribbing cutting and grand marshal service in parades.
Certificates and Letters of Commendation
The Mayor's Office will happily consider the conferring of certificates and letters of commendations to persons upon request. The Mayor's Office reserves the right to issue a certificate or letter of commendation without request to commend a citizen or merchant deserving of special praise. Adversely, the Mayor's Office reserves the right to deny the issuance of a certificate or letter of commendation. Commemorative and Commendable Resolutions
Upon adoption of the Village Council, the Mayor's Office will issue all commemorative and commendable resolutions. Only the Village Council retains the authority to adopt and consent to the issuance of a commemorative and commendable resolution. To request a commemorative or commendable resolution, contact the Mayor's Office at (740) 742 2121.
Marriage Solemnization
The Mayor will solemnize marriages authorized pursuant to section 3101.01 of the Ohio Revised Code. Marriages will be not solemnized without a duly issued and valid marriage certificate. The Mayor is under no obligation to agree to solemnize any marriage upon any form of request. To request the Mayor to solemnize your marriage, contact the Mayor's Office at (740) 742 2121.
Public Speaking and Ribbing Cutting
Are you holding a public event or opening a new business in the Village of Rutland? If so, consider inviting the Mayor for a brief commemorative or uplifting speech and lead your ribbon cutting ceremony. The Mayor will attend all public events and grand openings and reopenings, based on schedule availability, to which he is invited to administer an address or perform ribbon cutting. Grand Marshal Service
The Mayor will, along with the Village Marshal, provide grand marshal service, proudly leading your parade through the community. The Mayor will either ride along in a fully-marked Village police cruiser or walk alongside greeting bystanders. To request grand marshal service, contact the Mayor's Office at (740) 742 2121.
