Bidding and Procurement
The Office of the Clerk-Fiscal Officer administers all public bidding for the procurement of materials and services, as well as for the sale of property obsolete, unfit or unneeded for municipal use.
Under Ohio law, the Village of Rutland must obtain sealed bids for materials or services exceeding $75,000. The Rutland Village Council additionally reserves the right to offer for sealed bid any project with a budget less than $75,000. Projects requiring materials or services exceeding $75,000 will be announced through public solicitation and posted below.
The Office of the Mayor, through the Department of Public Service, will occassionally solicit a Request for Quotation (RFQ) or Request for Proposal (RFP) for materials or services for the purpose of planning the implementation of a municipal project or contractual service. Any RFQ or RFP involving a cost estimate exceeding $3,000.00 will require approval by resolution of the Rutland Village Council prior to implementation. Projects requiring an RFQ or RFP will be announced through public solicitation and posted below.
Municipal property which has been declared by the Village of Rutland as obsolete, unfit or unneeded for municipal use and which has a value of less than $1,000 will be sold by the Office of the Mayor equal to the fair market value at the time of sale. All other municipal property will be sold by means of sealed bid. Municipal property for sale by the Village of Rutland will be announced through public notice and posted below.
