Thieves need opportunities to practice their rarefied arts, and there is no better place to practice them than in the fabled City of Thieves. A sprawling, decaying metropolis, Zamora the Accursed is like a rotting tooth. It shall either disappear on its own or be taken out by force.

It misnames the Zamoran cities. Shadizar on the map is actually the city of Zamora. Arenjun on the map is the city of Shadizar.

In every nation in the civilized world — and, from what scholars have been able to learn, the uncivilized world, too — there is only one god to whom thieves offer prayer. His name is Bel, although he has other appellations, secret titles which are whispered by those who have learned his mysteries and been chosen to speak the words sacred to the god. Bel is rarely depicted in art — what kind of thief knowingly records his appearance for those who would hunt him? — and even those few temples which have been erected in his honor are carefully concealed, often behind the facade of a brothel or well-attended tavern.
Zamorians can trace their lineage back to the Thurian Age as descendants of the Zhemri people, about which nothing is known except that which may be mirrored in Zamorian culture. Zamora has twice been under the control of foreign invaders, and as a people, they vowed there would never be a third instance. To this end, Zamora developed a number of covert and overt countermeasures against foreign occupants. Some think this is the beginning of Zamora’s culture of vice, in particular that of thieves in Zamora the Accursed and the assassins in Shadizar the Wicked.
Zamora is politically neutral to Brythunia, and friendlier with Corinthia and Nemedia, thanks to the Road of Kings, a major trade route that runs through those countries. Publicly, Zamora is cordial to Koth, but secretly they are close allies. Koth has designs on the southern portion of Zamora, and Zamora relies on a close relationship with Koth to better know when Koth intends to disregard their alliance and attack.
To this day, Zamorians despise their previous conquerors: the Hyrkanians and, more recently, the Turanians.
