Regarded as cold and unforgiving as the Nahiri Mountains, Bayley Radner more or less rules over Kontra rather than leading it. While no one really "owns" the Mass Reactors, she has made it almost impossible for anyone other than her city to use the Northern Mass Reactor. She does not play nice, even with her neighbors.
