Talent is obtained with the experience of your commander. The more tasks your commander completes, the more experience he will gain and the more talents he will have.
You can gain experience for your commander with the following tasks:
Purchase of pack (chief's pack)
Daily information
Quests
Events : Showdown, Capital, State vs. State
Activities and festivals

Based on the experience you've gained, your commander will move up the levels. For example, to reach level 20 he will need 13,300 experience points. And that will give him 3 talent points.

8,850,000 experience points will be required to reach the maximum level.

This question certainly depends on your research ... But according to tests on my account with 177 talents the best configuration is to maximize the infantry in Lethality / Health mode.
