3. The Regulations prohibit Russian ships, and other ships specified by the Secretary of State, from entering ports in the United Kingdom. Vessels and Agents are required to declare any vessels that fall under the definitions given by the Secretary of State, or that are suspected of being sanctioned vessels, to the Harbour Authority. Russian ships are defined as a ship:
• owned, controlled, chartered or operated by a designated person (as detailed in sanctions list)
• owned, controlled, chartered or operated by persons connected with Russia
• registered in Russia, or
• flying the flag of Russia

On 1 March the UK amended the Russia (Sanctions) (EU Exit) Regulations 2019, imposing a wide range of sanctions against Russian vessels. The legal powers for the Secretary of State for Transport (SoS) to introduce such sanctions are contained in the Sanctions and Anti-Money Laundering Act 2018.
In practice, the Maritime and Coastguard Agency (MCA) will act on behalf of the SoS.
