The offset panels were one of the first buildings added to the city now known as Oya, a quick path between the two cities of its own land and the neighbouring Karkanian city of Neverwinter. These portals remained active for centuries, with more and more being added by the day, until eventually it was entirely shut down.

Today, the only portal which is active is the original portal connected to Neverwinter. Not as often used as it once was, the only times people come through it to enter Oya is if they've travelled in through the Hallway of Doors. Other than that, the only times people pass through are to use it for quick travel to Neverwinter.

Occasionally people visit to see the ancient sites and get an understanding of the history it holds for Oya, but with the state it's in with the musky air and crumbling, vine-gripped walls, many prefer to keep their distance in fear and discomfort.

One of the main problems with having a public use portal hall is where the portals open to and who can access what. The portals were set only to access other portal gates, but this was an issue within the portal gates themselves as other universes, dimensions and the hallway of doors also utilised these same portal gates.

It was with this that people could access any dimension they wanted. For the dimensions which were already widely accepted this was okay, but with it being completely public use (No ID checks, license checks etc) there were also individuals wasting its energy to open random portals, or individuals with harsh intentions open portal valleys to less widely accepted dimensions.

It's this reason that brought them to close down all the other portals and block their energy signatures. Now, only the Neverwinter portal remains.
