The gang thread so well known as ''The Horn'' is a renowned thread of numerous different chaotic gangs, most of which based around Neverwinter for the freedom from law, who partake in numerous illegal activities on the regular to keep their gangs alive.

Typically, individuals enter these gangs when they're in their early youth, but most remain in them for the entirety of their remaining lives; considering them to be 'family.'

Each gang functions as though it's its own individual society. All of them have their own base of operations, representatives and leaders and controlling individuals of different ranks. Some larger gangs operate with multiple bases or outposts, and some even partner up (or more rarely, merge) with other gangs.

Mutiny is typically considered to be unacceptable universally within all the gangs, regardless of who their leaders are, or what their laws are. Those who turn their faces against the law of their gang, or their ''family'' will be in deep trouble, not only with the gang they associate themselves with but with the entirety of the thread. They will become considered a ''Blacklisted Bull'', and individual not to be trusted among the thread and will be shunned by the vast majority of gangs within the thread. Accepting a Blacklisted Bull into your gang can mean a reputation drop without the correct precautions being taken.

To reinforce their statement of total anarchy, The Horn as a thread isn't controlled by an overarching leader or representative. The leaders of the individual gangs like to consider themselves a council of The Horn, all of them working together to maintain the thread and the gangs within it. All those who show themselves as being 'council representatives' are always extremely inclusive with new gangs.

Their anarchistic behaviour can scare numerous individuals, in or out of the thread. This indirectly ensures only quality souls are being placed in the position of gang leader. As a gang leader, there is typically a lot of pressure to maintain a truly anarchistic approach. Being professional, pompous or proper is seen as 'unacceptable' or will simply be considered weird by others within the thread, since the gangs don't associate themselves with being proper but instead by repudiating society's typical standards.

There is no limit to the level of law breaking the Thread will go. Usually gangs will start out small, but they can get as destructive as some of the most renowned criminals- sometimes even more so. Neverwinter provides them with protection from this, and many gangs in the Thread make their bases of operations here. Prosecution cannot occur if their main base is in a region where it is not considered to be illegal.
