Step 2 (Installing CodeBlocks)

Installing Code::Blocks is super easy on Ubuntu. All you have to do is go to the Ubuntu software center and search for codeblocks and it will pop up (shown above). When you install it, you will automatically have the option to start an OpenCV project in the menu screen.
