Province of Ontario

While public school boards in Ontario retain some autonomy in their operations, ultimate jurisdiction over public education in the province belongs to the Provincial Government, and within it, the Ministry of Education; this includes setting parameters on funding, including at the level of individual schools. The TDSB, its anomalous size notwithstanding, is no exception, and as often as not its decisions are issued in reaction to changes in provincial funding; often, the only way to raise significant funds in a short period is to sell-off Board-property deemed, for any number of reasons, extraneous to TDSB needs.

In 2015, the Government of Ontario created a special "Community Hubs Framework Advisory Group" to study and, thereafter, better define the community hub idea, and to assist in the creation of provincial policy designed to facilitate the development of community hubs across Ontario. Most of the items in this sub-section were published in conjunction with the Community Hubs Framework Advisory Group's ongoing work; they mostly concern recommendations for new ways to ease the sale of public property to not-for-profit organizations, some of which have since been adopted by the Provincial Government.
