Policy decisions at all levels of Canadian government place restrictions on the use of publicly-owned property: most severely, through privatization and the sale of land, and more subtly, by delimiting use of location through definition, and the legal and social expectations that follow from any such anointment. "Community Hubs," as the reader will discover, are a popular idea today, including at local and provincial government; they are also ill-defined, as that same reader might surmise from the items included in this section. Opportunities abound for public groups, private individuals, and government actors alike to define what, precisely, a "community hub" is, and therefore what it can and cannot be, and should and should not do for the community it serves.

This section contains documents published by local and provincial government bodies related to either community hub policy or the fate and subsequent use of the Vaughan Road Academy Building, organized by issuing government body. The "City of Toronto" sub-section contains documents issued by the government of the City of Toronto, including staff reports and minutes of City Council meetings. Similarly, the Toronto District School Board (TDSB) sub-section contains TDSB staff reports and both Board and Committee meeting minutes, most of which explicitly address the Oakwood-Vaughan region; it also contains documents published by the Toronto Lands Corporation (TLC), a publicly-owned subsidiary of the TDSB, which manages TDSB properties, including their sale.

The existence of the Toronto District School Board notwithstanding, education policy and practice in Ontario is primarily determined by provincial budget and policies put forth by the provincial Ministry of Education, in conjunction with other provincial ministries. In the Province of Ontario sub-section, items dealing more broadly with education policy are included. Additionally, the Province of Ontario has, since 2015, operated a Community Hubs Framework Advisory Group, created to study and help formulate community hub-policy in Ontario; publications issued from this advisory group are included here as well.
