Before introducing students to the fundamentals and breadth of building control, the course gives them a fundamental understanding of Malaysian law, the political system, and local authority. In order to be qualified as professional building control officers in local government or authority, students will graduate from this course with a solid understanding of building control procedures.
1. Malaysian Government Structure and Legal System
1.1) Government structure, legislature, executive power and judicial control, nature and sources of Malaysian legal system.
2. Local Government System
2.1) Introduction to Local Government Act, local government organization structure, council member and staffing, administrative mechanism, characteristics of local government, local government division, function and control.
3. Introduction to Building Control
3.1) Building control practice in Malaysia and overseas, definition, purpose and function, scope of building control, principle and application of building control in local government.
4. Planning and Development Control
4.1) Introduction to Town and Country Planning Act, development plan system, development control tools, criteria and application of planning permission, act provision, development incentives and charges.
5. Building Plan Submission and Approval
5.1) Introduction to Street, Drainage and Building Act, Uniform Building By-Laws, type of building plans, building plans submission, approval process and procedure, building plan check list, building plan checking, supporting documents, processing fees, One Stop Center (OSC), e-submission, early commencement, as built plan, amendment to approved plan.
6. Completion Certification
6.1) Definition, types, Certificate of Fitness for Occupation (CFO), process and procedure in issuing Certificate of Completion and Compliance (CCC).
