S.165A Road Traffic Act
Power to seize a vehicle driven without a licence or insurance.
Power to seize a vehicle that's failed to stop and you have reasonable grounds to believe it was driven by someone with no licence or insurance.
If you are unable to seize the vehicle immediately (such as due to a fail to stop) you may seize it at any time within the period of 24 hours.
S.19 Police and Criminal Evidence Act
Gives you powers to seize anything you have reasonable grounds for believing...
It has been obtained in consequence of the commision of an offence...
It is evidence in relation to an offence which you are investigating or any other offence...
... and is necessary to seize in order to prevent it being concealed/lost/damaged/altered/destroyed.
S.59 Police Reform Act
You can issue a warning in writing to someone for driving in a way which is causing alarm, distress or annoyance.
This warning applies to any and all vehicle that person may own & use.
A further warning within the allotted time (for RPUK we suggest a month) gives you powers to seize that vehicle.

Vehicle modifications
Unmarked / Covert police vehicles have exemptions under certain conditions to apply window tints lower percentage than the legal limit for operational reasons.
This is not an exhaustive list. The above exemptions help Police Officers to respond to time critical emergencies but do not excuse any forms of dangerous driving or parking. In a city such as Los Santos, all care should be given to other road users and assume they have NOT noticed you, so proceed with caution.
Less or equal to £100,000 in overdue fines
Initially consider a verbal warning. Explain how they can be paid. Add a note to their PNC.
Otherwise, seize their vehicle with retrieval fee equal to the value of unpaid fines.
More than £100,000 in overdue fines
Vehicles of less or equal value to the value of unpaid fines to be seized for 72hrs.
Scrap request to be submitted to LS Courts.
In either case
Payment plan can be agreed upon and noted on their PNC. You must state an end date when fines should be paid by.
Final option is arrest and imprison for 1 month per overdue ticket. 720 month limit does not apply.

Duty for registered keeper to provide information as to the identity of a driver, when guilty of an offence under the Road Traffic Act.
The obligation is mandatory.
Contravention constitutes a summary offence. You can issue points or a fine to the registered keeper.
Reasonable defence can be...
Keeper shows they did not know who the driver was AND has shown due diligence to ascertain who the driver was.
Keeper must be able to show they did everything possible to try and identify who the driver was.
Example Scenario
Dave is the registered keeper of a vehicle.
Bob is driving the vehicle.
Bob fails to stop for police. Vehicle is lost after a short pursuit. He is not identified.
VRM is known. Warrant issued for Dave.
Vehicle is located 3 hours later parked unattended. Seized using S.165A powers.
Dave is located and arrested.
During interview Dave denies being the driver. States vehicle was in a shared garage. Dave is obliged to help identify the driver.
Dave released under investigation to identify the driver by 7 days time. He is still liable for vehicle recovery fees.
Dave fails to contact police with the drivers identity, or evidence their attempts to police.
Warrant issued for Dave for further questioning. To be charged under S.172 RTA with points and/or a fine.
Dave arrested and questioned. Eventually admits Bob to being the driver, evidencing this through text messages.
Dave issued 3 points and £10,000 fine.
Bob located and arrested. Charged for the original fail to stop offence.
Do not accept text reports to report vehicles as stolen.
Persons MUST attend a station and provide ID proving themselves as owner of the car. They must provide reasonable information to suggest it's stolen.
This prevents abuse of stolen reports to use as a defence to the Judiciary, particularly OCG's involved in firearms offences.
When SOCA'ing a vehicle for scrap request, evidence the vehicle PNC page on the report as it having not been reported stolen.
Anything over the following limits will be committing an offence:
Breath specimen: 35ugs
Blood specimen: 80mg
Urine specimen: 107mg
You can request any of these samples. If someone is unconscious, you can request bloods from doctors for testing the alcohol content.

A person commits an offence if, without reasonable excuse, refuses to provide a preliminary test.
Example 1: Blows over 35ugs at roadside
Arrest for S.5 RTA and convey to custody.
Using an intoxilyser, obtain 2 more breath samples. The lower number of the two will be used to charge.
Example 2: Blows under 35ugs but appears impaired
Charge under S.4 RTA if you can evidence the points to prove.
Example 3: Fails to provide a specimen of breath, blood or urine
Charge under S.7 RTA for failing to provide a specimen.
The legal limit for drug content in blood specimens per litre of blood are:
Cocaine 10u/L Cannabis 2ug/L Ketamine 20ug/L LSD 1ug/L
MDMA 10ug/L Heroin 5ug/L Meth 10ug/L
Anything over can be charged with S.5A RTA. If below but deemed unfit you can charge under S.4 RTA if you can evidence to points to prove.

Drive From A to B using emergency lights and sirens along with associated legal exemptions.
Advanced Driver
All of the above;
Drive Advanced Police Vehicles;
Conduct Tactical Phase Pursuits;
There two main levels of driver tactics availalbe within the LSPS. They are as follows:
Initial Phase Pursuit (IPP)
May take part in the initial pursuit of a vehicle that is failing to stop
Tactical Pursuit and Containment (TPAC)
All of the above;
May conduct tactical pursuit and containment manoeuvres
May make tactical contact when authorised;
May take part in the tactical phase of pursuit.
Hard Stop (Firearms & RPU Only)

Pick the most serious offence for the crime committed.
Do not stack charges.

S.2 & 163 would cover all other offences. Driving dangerously they would have likely ran reds and gone the wrong way down a road exceeding the speed limit.
Primary Unit: A police vehicle directly behind the subject providing commentary.
Pursuit Tactical Advisor (TA or TACAD): An officer trained to recommend or authorise pursuit tactics. Does not have to be directly involved in the pursuit.
Pursuit Commander: A level 1 or 2 trained driver taking control of tactics employment in the tactical phase. Ideally a passenger.
Initial Pursuit Phase (IPP)
Vehicle fails to stop and a pursuit is broadcast.
No tactics in place. Pursue only.
Unit to request additional resources (i.e. advanced/TPAC drivers, NPAS, DSU).
Tactical Phase
Tactical phase drivers (level 1 and level 2) takeover primary.
TACAD sought and tactics authorised.
Pursuit Commander identified and controls the use of tactics.
Pursuit Priority: NPAS > Traffic > Advanced Driver (when in Ford RS) > Firearms (unless Firearm involved) > Response
Who can enact TPAC or TC tactics? Traffic Officers (level 1), Firearms Officers (level 1), Response Advanced Drivers (level 2).
What is a suitable vehicle for a pursuit?
Marked police vehicle with blue lights & sirens.
Police motorcycle.
Unmarked (IPP only unless tactical phase driver).
What is an unsuitable vehicle for a pursuit?
Personnel carriers (vans).
Personal vehicles without blue lights & sirens.
Who can stand down a pursuit?
Anyone involved in the pursuit.
What must be included in an incident report?
The name/collar number of TACAD.
The name/collar number of Pursuit Commander.
We've lost sight of the vehicle. Do tactics remain?
Temporary loss: Units conduct area searches to locate. Any authorised tactics remain.
Total loss: Units stand down, resuming patrol or generate warrant. Authorities rescinded. Further sightings must be re-authorised.
Legal Requirements
When performing tactics, it must be:
Proportionate
Legal
Accountable
Necessary
Do handover commentary to a tactical phase driver (levels 1 and 2) as soon as reasonably possible.
Do remain a reasonable distance behind tactical phase drivers so as not to impede their tactics.
Do obey traffic laws, despite exemptions, wherever possible even when pursuing or responding. Erratic/dangerous driving will not be tolerated.
Don't continue to pursue if it becomes too dangerous. Follow up with RCT intel and/or a warrant.
Don't drive on the incorrect lane of travel unless completely necessary (think NDM).
Don't continue to pursue if you hit another vehicle or pedestrian to ensure they receive appropriate medical attention before continuing.
Don't leave the pursuit on arrival of tactical phase drivers. They will attempt to stop and arrest the driver, but you should be processing the arrest.
Don't enact tactical contact with a vehicle or pedestrian unless life is in immediate danger. Must otherwise be level 2 or 1 driver and be authorised by a trained TACAD.
