Incident reports are how members of the Los Santos Police Service record actions they have taken. These reports are written on the Police National Computer and can be used to store things such as links to evidence. information about a situation, the officers involved, crimes committed or suspected of being committed, and the names of any officers involved. An incident report must be created anytime an officer issues a fine over £5,000, charges someone either by ticket or in custody for any offence that carries points against an individual's licence or sends someone to prison.
To create an incident report an officer must open their Police National Computer (PNC) and navigate to the “Create Incident Report” Page as seen in fig. 1 left.
Once an officer is on this page the following things need to be completed however there is no set order they need to be completed in however:
Link the Report to an identity;
Link the Report to a case file;
Link the Report to An officer;
Add offences to the report;
Write out the details of the report;
Add a title to the report.
There are 2 ways a report can be linked to an identity;
Via a Unique fingerprint number
Via Citizen Name/ID
Note: It is always preferred to link a report to a fingerprint number and then link that fingerprint number to a citizen this ensures that all offences are recorded against a fingerprint as opposed to an individual and the individual is then also linked to that fingerprint.
To link an identity an officer first needs to select the search Suspect button then insert either the fingerprint number, Citizen ID or Citizen Name. This will generate a list of results in the right-hand panel of the PNC as can be seen in fig 2 right. The officer should select the appropriate result.
Note: It is possible to assign multiple suspect identities to a report however doing this will prevent you from being able to convict that report and no recommended sentences will be generated.
To link an officer to reports an officer needs to:
Select the Link Officer button at the bottom of the report. Once the officer does this a list of the on-duty officers will be displayed in the right panel of the PNC along with a search box.
The officer then needs to select all the involved officers by clicking on them or searching for their name in the search box.
To add offences to a report an officer must select the add charges button at the bottom of the incident report. This will then bring up a list of offences in the right Panel of the PNC as well as a search box. The officer can then click on the relevant offences to add them to the report.
Charge stacking or laddering is adding a multiple of the same charge or related charges for the same actions for example if X is seen speeding and then when an officer attempts to pull them over they fail to stop and drive in a dangerous manner by speeding further, failing to stop for red lights and driving on the pavement X should only be charged with dangerous driving and failure to stop for the police as the other traffic offences are encompassed by the dangerous driving.
However, the court has ruled that in the case of offences against the person multiple of the same charge can be added if they were against different victims for example if Y punched Chief Inspector Solar, Shorts Inspector Martenez and Sergeant Winters then they could be charged with:
1x Assaulting an Emergency Worker (CI Solar)
2x S18 Causing Wounding or grievous bodily harm with intent (INSP Martinez and Sgt Winters)
To link a case file to an indecent report an officer needs to:
go to the evidence locker or evidence processing room;
Search for the case file by number;
Select the Linked PNC Reports Option;
Click the "ADD MDT Report" button;
Type in the incident report number
Before Filling in the Report details the officer should use the drop-down menu at the top of the left panel to decide what sort of incident report it will be. Selecting one of these will populate the details section with proforma texts and headings.
The general Report template is the most commonly used and as such is the one I will be covering in this NCALT however, other templates are avalible for more specific circumstances.
This section can be deleted if the officers involved have been linked in the manner described in section 5.0. This is where a list of all the officers involved as well as their rank should be recorded.
This is where the crime took place or where initial contact was made.
This section is where the officer should write out what happened to make sure that the offence/s points to prove are covered. It should tell the story and allow anyone who was not involved in the incident to understand what has happened by reading it. When writing this section it is useful to remember:

This is where Search Records should be stored if not already in a case file. If there is a case file this section may be deleted
This is where the sentence, points and/or fine the suspect received needs recording as well as if the case was no further action.
Note: Licence points are mandatory if an offence carries licence points
This is where the name of the suspect or suspects should be recorded if known.
This is where all victims should be recorded.
Note: In crimes where there is no direct victim such as Dangeorus driving the crown, the victim
A list of the evidence as well as any links to the evidence that is not in a case file should be placed in this section with an ID..
This ID should be in the following form
(First letter of the officer's Forename)(First Letter of the Officers Surname)/(Number)
For example, if Josh Lewis Added BWV then this would be JL/1 if he then added an image this would be JL/2.
If all the evidence is located in a case file then "In Case File" Would be sufficent
This is where any vehicles involved should be recorded in the following form:
VRN - Colour -Make - Model
This is where the make of any solicitors involved should be added.
This Section is redundant and may be deleted.
