An inspector is the first rank of tactical leadership in the Los Santos Police Service. They are responsible either individually or in a pair for a department and it is their responsibility to set out a tactical-level policy for that department. This should include things such as setting the aims and objectives for that department and evaluating when this needs to change in line with the strategic goals of the Los Santos Police Service.
An inspector may appoint Acting Sergeants as well making acting sergeants substantive if they feel they are up to the task it is, however, their responsibility to ensure that the sergeants under them are carrying out their responsibilities and check the work product of said sergeants.
An Inspector has powers in Law that they may exercise if appropriate
An Inspector may authorize an order under Section 35 of the antisocial behaviour, crime and Policing act 2014 if they have reasonable grounds to suspect doing so would remove the likelihood:
(a)members of the public in the locality being harassed, alarmed or distressed, or
(b) the occurrence in the locality of crime or disorder.
This authorization must be given in writing using the appropriate form found in the LSPS handbook and may last for no more than 48 hours.
An order under Section 35 allows a member of the LSPS in uniform to require an individual to leave a specified area for up to 48 hours.
An officer who holds the rank of inspector or above may authorize members of the public be searched in a specific area if they have reasonable grounds to believe:
(a)that incidents involving serious violence may take place in any locality in his police area, and that it is expedient to give an authorization under this section to prevent their occurrence, or;
(b)that persons are carrying dangerous instruments or offensive weapons in any locality in his police area without good reason.
This order may last no longer than 24 hours and must be issued in writing using the form found in the LSPS handbook.
When this order is issued the inspector who issued it must immediately inform the police command of its issuing.
An order under Section 60 allowed a member of the police service in uniform to perform a stop search on anyone in the area specified without any grounds however they must be informed of Section 60.
An officer who holds the rank of inspector or above may authorize an individual to be held incommunicado in custody if they have reasonable ground to believe that informing someone of the arrest would:
Alert an individual yet to be arrested for the same offence or a different offence;
Lead to the loss or destruction of evidence;
Risk injury to any person.
An Inspector may authorise a one-hour extension on the PACE custody clock so that a detainee can be held for a total of 3 hours.
An Inspector may approve of a written warrant, and subsequently submit it to the courts.
In addition to this the rank of Inspector or higher is required to access vehicles in garages subject to a warrant or authorising method of entry into a building.
An officer who holds the rank of Inspector or Above may lock a storage container if they have reasonable grounds to believe that it contains prohibited items such as:
Drugs;
Weapons;
Firearms;
Stolen Items.
Once they have locked this container they must immodestly return to a police station so that the padlock keys can be stored there preventing the owner of the container from kidnapping the officer to open it. The officer must then within 72 hours submit a warrant to the judiciary to search it.
INSPECTORS DO NOT CARRY THE KEYS TO STORAGE CONTAINERS ON THEM UNLESS THEY ARE TRAVELLING TO OR FROM SAID CONTAINER.
Inspectors+ have a duty to review the Police Database - "Vehicle Points Requests" tab and check the requests, report number and evidence provided and if satisfied it meets the criteria then add point(s) to vehicle(s) on the PNC (by searching it and then editing points) with the following template in notes and also adding points; X points added | Report #1234 | CI Mike Duff and then updating the request line on the database.
