Upon completion of the VCA Report, a Joint Technical Review shall be conducted to discuss findings and recommendations on further enhancing the initial report. For the conduct of JTR, the following guidelines shall be enforced.
Guidelines in Conducting Joint Technical Review (JTR) of Value Chain Analysis (VCA)
Purpose of the Guidelines
The Guidelines shall provide a common understanding of the activities and processes that are involved in conducting Joint Technical Review (JTR) of Value Chain Analysis (VCAs). It shall also set the rules to facilitate the activity and to identify the expected outcomes.
Target Outcomes
The conduct of JTR shall result in consolidated findings and recommendations to the VCA based on the inputs of reviewers. The findings and recommendations shall then be used as basis in revising the report by the concerned PSO/RPCO IPLAN and in doing compliance review by the NPCO IPLAN.
Target Users
The IPLAN Component at all levels are the main users of the Guidelines in reviewing the new VCAs and updated VCAs. The DA offices can also benefit from this should the PRDP reforms be integrated in the regular activities of the department.
