VCA entails the gathering of data to establish the current industry condition or current situation in the selected commodity. Complete, reliable and correct data will lead to a more accurate and correct analysis and recommendations. In cases that data is not available, you may use representative data.
There are two types of data that be can collected: primary data and secondary data. The following steps are guidance on how to collect there data.
Primary Data Collection:
Finalize the questionnaires and other tools for primary data collection that was prepared during the inception meeting and workshop with the core planning team.
Annexes 1.2, 1.3, 1.4 of the Enhanced Operations Manual can be used as a reference as data gathering tools:

Conduct pre-test of questionnaires. Reformulate questionnaires based on the result of pre-testing.
Identify significant number of respondents and key participants of the VC study that will represent the entirety of the industry using statistical tool/ analysis. Integrate the key stakeholders idenfied during the inception meeting.
Determine the significant sample size and briefly discuss the process and tools used.
Identify key respondents and discuss sampling technique/s used. Take note of the pre-identified key stakeholders during the inception meeting.
Note: Consider the top 5 producing provinces (for Regional scope) and the top producing municipalities in identifying key respondents. This will aid in the preparation of PCIP.
Present the data gathering tools (questionnaires) and guide the VC Team in the data collection. Assign roles to team members who will conduct the key informant interviews and focus group discussions.
Schedule and make necessary preparation and communication for data gathering activities.
Consolidate, process and analyze data gathered.

Secondary Data Collection:
Identify significant secondary data needed for the VC study and its sources.
In this module, you will find suggested data and its possible sources that may guide you in your data collection.
Utilize and refer to the Planners' Portal. Check available possible data and links to its sources.
