This section requires the analysis of data collected from Section 1 until Section 6 focusing on the constraints existing in the different segment of value chain. In identifying Constraints and opportunities, the template below shall be used.

List down the identified constraints per aspect of the value chain.
To have broader and deeper understanding of the existing constraints, SWOT Analysis and Root Cause Analysis can be utilized.

3. Determine the opportunities in all VC aspects for the firm/ industry level upgrading. The purpose of this analysis is to identify catalyst firms that possess the necessary incentives, resources, and willingness to promote and facilitate upgrading within the chain.

4. To aid the translation of the VCA to PCIP, the VCA Team should determine the affected provinces per segment.

5. Synthesize and narrate the data gathered.
