In preparing the rationale of the VCA, we can take note of these four (4) sub-sections:
Reason
Assess and discuss on why the need to prepare/update the VCA. Re-assess a value chain in light of changes in supply and/ or demand, key players and inter-relationships, and/ or major segments/ activities as a result of shifts in technology, consumer preferences, policy incentives, and other factors.
NOTE: It is necessary to update the VCA study that was created/prepared three (3) years ago and beyond, and to take note of any changes/shifts in the industry.
Previous Knowledge/ Information
Gather previous VCAs and existing relevant VCAs and assess if there are remarkable changes in the industry.
Analyze and biefly discuss results and findings of RMA, Comprio Tool and other science based tools used in the pre-assessment/ prioritization of commodities
If the commodity has an existing VC assessment, discuss relevant findings.
Highlight the funded interventions from the original VCA to see the direct effect and/or change and the remaining gaps within the chain.
To check funded interventions, you may refer to the PRDP MIS or to the PCIP Dashboard.
Go to the PRDP-MIS and input your log-in credentials to access the database.
2. Click 'Reports' Tab and click the Leverage Resources reports to download the file. Process and analyze the downloaded data.
Using the PCIP Dashboard:
Go to the PCIP Dashboard.
The PCIP dashboard is an online platform intended for planners to provide guidance on planning and monitoring of VCAs, PCIPs, Intervention Funded, Fund requirement by segment or cluster, region or province. Through collaborative efforts, the dashboard was developed by the Geo-mapping and Governance Unit (GGU) in support to I-PLAN activities.
Data presented by the PCIP Dashboard are also derived from the MIS. The dashboard provides planners with readily processed data.
2. Go through the side tabs to generate summary of interventions and its status for a specific commodity on target areas/ regions.
Example: Side tab 15 displays the the summary of intervention type by Cluster, Region and Province
