Meeting Agenda

Based on Rob Saxton’s Statement of Work (SOW)

Meeting dates: March 7th & March 8th, 2019

Contract Start Date: 9-20-18 End Date: 3 -8-19

SOW Title: Independent review of district finances and programming with recommendation to IC3S and the District.

Information gathered in four areas:

1. Governing law and rule

a. Review Oregon school funding formula and rules as compared to district size, demographics, transportation, and food program

b. Examine changes in Oregon open enrollment laws and rules in relationship to long-term district enrollment. Gather information regarding intent of surrounding districts and transfer reciprocation

c. Review OSAA size classifications and the likely designation and implications depending on district enrollment

2. District Budget

a. Review the 2016-17, 2017-18 and 2018-19 adopted district budgets and compare expenditures. Also review the latest Comprehensive Annual Fiscal Report (CAFR)

b. Review budget categories (i.e. personnel, materials and supplies) by percentage of total budget and compare with Oregon districts of similar current size, as well as review of districts with populations smaller and larger than Corbett.

c. Utilize Forecast5 data analytics program to review and compare district spending and student outcomes

3. Interviews

a. A minimum of two meetings with the superintendent

b. Conduct at least one focus group interview each with students, parents, staff

c. A meeting with each IC3S committee member

d. Gather information from Oregon Department of Education through Michael Wiltfong and state school fund staff

e. Additional interviews as necessary to gain understanding and information

f. Request and review any previous similar reports created by contractors, architects, or other experts

working on behalf of the district

4. Student programs, opportunities, and outcomes

a. Examine school schedules

b. Review and compare programming available to students in curricular, co-curricular, and activities

c. Review and compare student outcomes in the areas of graduation rate, attendance rates, Oregon state assessment scores, and college matriculation

d. Compare student outcomes for in district students and out of district students through public records if

possible

e. Examine student transfer rates both into and out of the district.
