In answer to your question regarding the passages in Genesis 34 and 2 Samuel 13, the Bible is simply describing what happened. In Genesis 34, it mentions that Shechem delighted in Dinah. And in 2 Samuel 13, it mentions that Tamar was beautiful.
This does not give an excuse to rapists. Whether a woman is beautiful or plain, she has no choice in the matter. However, it is sin for a man to look at a woman with lust.
Jesus said, "You have heard that it was said, ‘You shall not commit adultery’; but I say to you that everyone who looks at a woman with lust for her has already committed adultery with her in his heart. If your right eye makes you stumble, tear it out and throw it from you; for it is better for you to lose one of the parts of your body, than for your whole body to be thrown into hell. If your right hand makes you stumble, cut it off and throw it from you; for it is better for you to lose one of the parts of your body, than for your whole body to go into hell." (Matthew 5:27-30)
So it is sin for a man to lust for a woman (of course, it is sin for a woman to lust for a man also). It is sin for a woman if she dresses with poor modesty, but none of the passages in Genesis 34 or 2 Samuel 13 mention that the women were dressing without modesty.
However, anything can trigger a rapist or sexually sinful person. The word "beautiful" described in the Bible can possibly trigger him, or even a picture of a modest woman can trigger him. Or he could be triggered if a woman, trying to be kind, innocently smiles at him.
God tells things like it is. He does not yield to people who could be triggered to sin by any little thing, and avoid certain words in the Bible.
On the contrary, Jesus warns people to not sin. People who continue to practice sexual immorality, even in their minds and hearts, will be in danger of going to hell. They should seek God and work with Him to overcome known sins, even if it takes great sacrifice.
"But I say, walk by the Spirit, and you will not carry out the desire of the flesh. For the flesh sets its desire against the Spirit, and the Spirit against the flesh; for these are in opposition to one another, so that you may not do the things that you please. But if you are led by the Spirit, you are not under the Law. Now the deeds of the flesh are evident, which are: immorality, impurity, sensuality, idolatry, sorcery, enmities, strife, jealousy, outbursts of anger, disputes, dissensions, factions, envying, drunkenness, carousing, and things like these, of which I forewarn you, just as I have forewarned you, that those who practice such things will not inherit the kingdom of God. But the fruit of the Spirit is love, joy, peace, patience, kindness, goodness, faithfulness, gentleness, self-control; against such things there is no law. Now those who belong to Christ Jesus have crucified the flesh with its passions and desires.
If we live by the Spirit, let us also walk by the Spirit." (Galatians 5:16-25)
