The native photos application in windows (not the movies application, where video files are opened) can be used to trim the video. It also has some basic editing features (like adding text). You can split and merge to cut parts in between.

Wacom is easy to use with Windows/MacOS, the drivers are automatically installed. For Linux, depending on your version, some of the drivers might be pre-installed, you have to install others. The best resource is the Linux Wacom project page.

You can use quicktime player to transfer ipad screen to your Mac. Connect ipad to mac and open quicktime in Mac. In the menu tab, select new movie recording. Pick your ipad in the down arrow close to red record buttton and and tap your ipad (link). For windows computer, you will need a mirroring software (like letsview, lonelyscreen).

You can directly insert the video in a project, then export it with low fps and quality setting. A detailed guide can be found here.
