A rhetorical question is a question, but it expects no answer. The answer is considered so obvious that the question is really a statement being made in the form of a question. Someone who arrives late to work might be asked by his boss, what time is it? The boss has no interest in knowing the time; he is rather highlighting the fact that you are late.
A real question, on the other hand, is a question where the speaker really desires an answer and is not seeking to make a statement.
