Zech 9:1
מַשָּׂא דְבַר־יְהוָה בְּאֶרֶץ חַדְרָךְ וְדַמֶּשֶׂק מְנֻחָתֹו כִּי לַֽיהוָה עֵין אָדָם וְכֹל שִׁבְטֵי יִשְׂרָאֵֽל׃
The oracle of the word of YHWH in the land Hadrach and Damascus is its rest because the eyes of man are for YHWH and all the tribes of Israel.
The word from YHWH will come to rest on Damascus or it will focus on this city.
Everyone's eyes are fixed on YHWH.
Zech 9:2
וְגַם־חֲמָת תִּגְבָּל־בָּהּ צֹר וְצִידֹון כִּי חָֽכְמָה מְאֹֽד׃
and also Hamath will border her; Tyre and Sidon because she is very wise.
In other words, the word from God will also have something to say about Tyre and Sidon.
What is the antecedent of "she" here? probably Tyre and Sidon.
Zech 9:3
וַתִּבֶן צֹר מָצֹור לָהּ וַתִּצְבָּר־כֶּסֶף כֶּֽעָפָר וְחָרוּץ כְּטִיט חוּצֹֽות׃
Tyre built a fortress for her and she heaped up silver as dust and gold as mud of the outdoors.
Zech 9:4
הִנֵּה אֲדֹנָי יֹֽורִשֶׁנָּה וְהִכָּה בַיָּם חֵילָהּ וְהִיא בָּאֵשׁ תֵּאָכֵֽל׃
Behold, the Lord will trample her down and He will strike in that day
The article on בַיָּם is a demonstrative pronoun. The patah under the preposition, where we expect a sheva, is the clue that an article elided.
Note the doctrine of concurrence here. Alexander the Great destroyed Tyre, but here God is said so to do.
Zech 9:5
תֵּרֶא אַשְׁקְלֹון וְתִירָא וְעַזָּה וְתָחִיל מְאֹד וְעֶקְרֹון כִּֽי־הֹבִישׁ מֶבָּטָהּ וְאָבַד מֶלֶךְ מֵֽעַזָּה וְאַשְׁקְלֹון לֹא תֵשֵֽׁב׃
Ashkelon will see and will fear and Gaza will cry out loudly and Ekron because her hope dried up and the king will perish from Gaza and Ashkelon will not be inhabited.
