The United League Hall of Fame opened in Beachville, Ontario, the birthplace of baseball, in 1970, with an inaugural class of five inductees. One player was elected each year from 1965 to 1969 by simple majority, with a runoff between the top two if no player won a majority of votes in the first round. The initial inductees were Ralph Kiner, Billy Pierce, Stan Musial, Roy Campanella, and Johnny Antonelli.
Beginning in 1970, each GM was allocated up to 10 points per candidate and players who received at least 75 percent of possible votes were inducted.
Players who retired in the previous calendar year are eligible for the ballot. Candidates are removed from the ballot after five years if they receive less than 50 percent of votes. All candidates on the ballot for 10 years without election will be removed [7 years for candidates entering the ballot after 1990].
In 1995—the 25th anniversary of the Hall—a Veterans Committee will be formed to vote in additional players every five years.
