Hanover Zoning Ordinance suggests that off street parking need not be provided on site (with the exception of ADA and short term parking), but could be provided elsewhere within the same I district, or that a parking and transportation demand management (PTBM) plan could be used as a substitute for current zoning requirements.

Increasing the parking supply drives up the cost of housing, paves over the environment, and induces more driving. Providing housing within walkable and bikeable distances, and connecting destinations through robust and accessible walk, bike and transit networks is essential for our sustainable future. It is critical that we do not continue to double down on carbon intensive infrastructure, and find ways to provide more mobility options that are lower cost to individuals, society and the environment.
