Monroe Doctrine

H: These excerpts are from the Monroe Doctrine, written by James Monroe, the 5th President of the United States. At the time, European powers were trying to gain close on expansion in the western hemisphere and taking over land settlements in the US colonies and the Monroe Doctrine assisted with those problems.

A: The primary audience for this document would be European powers, as they are the primary force that the U.S. wants to address about meddling with U.S affairs. This may also be targeted towards the congress because it can make the doctorine official.

P: He wrote it in regards to telling the European Powers to shut down their colonization regime and how the colonies will not tolerate it anymore. He ensured to warn the European Powers that the colonies will fight back and prevent further expansion. Adams believed that it was the best policy to minimize conflict between European parties.

P: James Monroe wrote the Monroe Doctrine to persuade and influence the European Powers to stop colonizing more territories, because the colonies will find a way to fight back. The Monroe Doctrine also informed the public that this policy will be effective and will provide a barrier that European Powers cannot surpass.
