Internal Agreement on Transparency Report
Rationale: The Internal Agreement on Transparency report institutionalizes the publication of an Audited General Semestral Transparency Report. It was passed in accordance with Article III Section 2 of the ABSC Constitution, which states that "Every student in the Faculty of Arts and Letters shall have the right to public information directly concerning his or her welfare."
Moreover, Transparency is essential to foster open communication between the student council and the student body. To represent them better, the student body must be involved in the council's affairs to address their concerns and issues. It ensures the student body's trust in matters directly affecting their welfare and well-being. In addition, it promotes accountability by providing information and data about the operations and activities within the council to the students.
The Office of the Auditor (OAUD) will conduct a comprehensive audit to all offices and/or committees of the Artlets Student Council. The audited report shall be posted by the Office of the Secretary (OSEC) to the Athena’s Office. Further, the Office of the Public Relations Officer (OPRO) shall post a physical copy of the said audited report on the council’s bulletin board and an electronic copy through social media posting.

Request for EVM Re:
Transport Strike
Rationale: In light of the planned 3-day transport strike organized by transport groups, spearheaded by PISTON from November 20 to November 22, 2023, as a protest against the government's Jeepney Modernization program, the Artlets Student Council has taken proactive measures. Recognizing the potential disruption to daily activities, particularly onsite classes, the Council has formally submitted a request to the AB Administration.
The request outlines a proposal for canceling onsite classes during the specified strike dates, accompanied by a shift to Enhanced Virtual Mode (Online Classes) from Nov. 20-22. The proposal is in pursuant to our commitment to prioritize the welfare and safety of the Artlet Student body, AB Faculty and Staff.

[ABSC-LE-41] Request for Academic Leniency Re: Typhoon Goring and Hanna
Rationale: With the eminent threat of two typhoons namely, Goring and Hanna. The Artlets Student Council proposed to our AB Administration as a precautionary measure for a shift of onsite classes to an Enhanced Virtual Mode until the weather clears. In addition, the council requested for an academic leniency for Artlets to prepare themselves for the onslaught of the typhoons and be prepared until the conditions are better for a conducive learning environment.
The request was substantiated by a Constituency Check conducted by the Research and Publications Committee.

[ABSC-LE-71] Request for Academic Break due to Transport Strike, Increasing Threat of Flu-like Illness, and Preliminary Examination
Rationale: In light of the Preliminary Examination for A.Y 2023-2024 and the increasing threat of a Flu-like Illness, the Artlets Student Council conducted Constituency Check to assess the general welfare of the Artlets community amidst the threat of a flu-like illness.
With the help of the Research and Publications Committee, the Council was able to gather a substantial number of respondents to aid them in their proposal for an academic break. In addition, the policy includes requests for leniency both for the studentry and the faculty.

Request to SecGen Re: Shorts on Type B Uniform
Rationale: With the ever-increasing temperature and heat index, Artlets may experience cramps, heat exhaustion, and other heat related illnesses during these months (Jiménez, 2021).
The Artlets Student Council (ABSC) came up with a remedy to lessen the inconvenience and struggle of the Artlets community against the naturally and continuously increasing heat in our country. This policy asks to provide Artlets to wear either shorts and/or pants with their Type B Uniform.

Rationale: Last Academic Year 2022 - 2023, the University of Santo Tomas (UST) announced that the University is shifting to Canvas Infrastructure, ending the two-decade deal with Blackboard Ultra, as our primary Learning Management System.
Given the fact that our Faculty and its current stakeholders are still not familiar with and currently in the process of navigating through our newly inaugurated Learning Management System. In this policy, the Artlets Student Council requested to provide the Artlets community with leniency on the usage of Canvas Infrastructure for at least a month after the policy was signed.
