Re-scale signs

This function updates the size of signs in the drawing to match the current setting for "Symbol scale" found under "General program settings".

The following sequence of questions appears at startup:

Select/All/Current layer/<All>:

Select "Select" to select individual signs.

Select "All" for the entire drawing

Select "Current layer" for all signs on the current layer
