Dr. Joyce Cheung is a health-systems leader and family/palliative care physician in North West Toronto. She holds academic appointments at McMaster University and Toronto Metropolitan University’s School of Medicine, where she has also taken on leadership roles in family medicine education.
Her work focuses on strengthening health systems through innovative models of care, addressing service gaps, and integrating technology to improve care delivery and physician sustainability. She brings together clinical experience, research, and systems thinking to design equitable and future-ready approaches to care.
Dr. Cheung has led regional initiatives to improve services for vulnerable populations, including award-winning programs for frail older adults. At Etobicoke General Hospital, she serves as Site Chief of Family and Community Medicine, leading medical education and physician engagement.
At the provincial level, she is Chair of the Palliative Medicine Section at the Ontario Medical Association and serves on the District 11 Executive, where she contributes to policy development, system planning, and advocacy for accessible, high-quality primary and palliative care.
As Chief Medical Officer and co-founder of LOCVM, she guides the clinical vision for a physician-designed digital health platform, developing technology-enabled solutions that support workforce sustainability, modernize care delivery, and strengthen community-based practice networks. Across her work, Dr. Cheung bridges clinical practice, innovation, and health policy to advance more resilient and responsive health systems.
