The state level documents that address DVR’s requirement to coordinate with education officials (34 CFR 361.22) include:
DVR/CDE Cooperative Services Agreement
Identifies:
Roles and responsibilities of each systems
Resources and financial responsibilities of each agency
Dispute resolution process
How collaboration of service provision will occur
Transfer or sale of Assistive Technology from education to DVR
Coordinate assessment, acquisition, training
Policies of each System that effect transition
Provision for determining State lead agencies and qualified personnel responsible for transition services and pre-employment transition services

This Interagency Agreement is a contract that allows DVR and CDE at the state level to model our expectations at the local level when collaborating to provide services to all transitioning youth.
The intent of both is to:
Guide the provision of services in the state
Define the transition responsibilities of VR and education
Minimize duplication
Ensure access to services for youth
Support ongoing and effective working relationships
To aid staff in understanding both, the Cooperative Services Handbook for Youth in Transition was developed.
Additionally, at the state level the Colorado State Services Coordination Transition Team for Students with Disabilities is working together to promote systems improvement, collaborate to create, disseminate and align best practice resources and systems knowledge to ensure each and every student with disabilities have individualized access to any and all available tools and resources to achieve successful post-school outcomes.
