Character Themes are permitted. I encourage you to come up with an interesting reason of WHY your character has these traits and/or abilities associated with these two creation features. Breathe some fluff and life into your character!
Choose one campaign background instead of a regular 4e background.
Your character must have a name! If you're unsure of what to name your character, here is a name generator.
Clerics and avengers must choose a deity or pantheon of deities. Paladins, Invokers, and Runepriests can choose a general belief system. Please note that deities must be chosen from the Golarion Campaign Setting. A list of deities and how they work in 4th edition can be found under Religion of Golarion. It is suggested you be within 'one step' of your deity alignment-wise but is not required, not even if you are a cleric. If you opt to have a radically different alignment, think about how your character's personal ethos clashes with your deity's teachings? Does that conflict play a role in your past?
Races are broken up into four categories. Common and Uncommon races are freely available for player characters and are strongly tied to the setting. Rare races are limited, no more than one player can choose the same rare race unless they have closely-linked backstories. Other races are either so monstrous as to be attacked on sight or do not have a place on Golarion. In order to play one of these races you will have to work closely with me to fit the setting. Only one player may play an 'other' race.
All classes are available. Would prefer a limit to one hybrid in the party, and preferably have at least a leader, a striker, and a defender in the party.
As per regular feat progression. Gain a bonus expertise feat at first level. A bonus defensive feat at 5th level. Defenders get melee training for free at first level. See rituals below. No dragonmarked feats.
Every class gains ritual caster, practiced study, or alchemist as a bonus feat, as per your classes' flavor. Classes that already gain one of these feats may instead opt to gain the ability to cast 1 ritual up to their level per day for free. Exceptionally powerful rituals will require the expenditure of a healing surge and only one permanent ritual effect may be in play from this ability at any one time.
Multiclass characters can exchange one encounter power from their base class to their multiclass for free.
New Character Level
New characters will start out the same level as everyone else, with identical experience points.

Finer Details
As a final step, you should flesh the details of at least one friend, family member, or contact within the town and submit them as part of your character. This contact could be a friend or family member, an ex-lover, a merchant whose shop you frequent, a business owner who owes you a favor, a religious figure, or many other options. These NPCs help connect the you to Roslar's Coffer, and will ground you to this place and the people living in it.
In addition, detail someone the player might have a connection to that died. Preferably someone that would be buried in Roslar's Coffer's graveyard, but at least someone who's death affected your character. Where they a lover, a family member, a mentor, a childhood friend? When did they die and how? Does your character know?
Each npc should be given the details:

* Profession (not necessarily a PC class).
* Appearance
* Personality & Quirks
* Their relation to your PC
