Captain Martin Lloyd Sanders, Ph.D., is an Public Health Professional and officer in the Commissioned Corps of the U.S. Public Health Service (USPHS), where he had been appointed Chief Scientist. Over the course of his career in occupational health and safety, spanning 18 years, he had been deeply involved in biosafety and biosecurity issues both domestic and international.

Captain Sanders is an alumnus of the University of California, Davis, and received his degree in zoology in 1990. He subsequently obtained his Ph.D. from the Department of Immunology and Infectious Diseases at the Johns Hopkins University School of Hygiene and Public Health in 1997. He had received certification from the American Biological Safety Association as both a biological safety professional and a registered biosafety professional.
