English Online Asia: An evaluation

Abstract
The researcher conducted an evaluation of the English proficiency program at St. Dominic College of Asia, which is called the “English Online Asia” (EOA). In evaluating the EOA program, the researcher was guided by the CIPP model of Stufflebeam (1983), who is an “influential proponent of a decision-oriented evaluation approach”. Based on the result of the study, it was concluded that the implementation of the English Online Asia (EOA) partly served its purpose in terms of the context, input, process, and product dimension of the program. The main recommendation was suggested by the heads of the IT and MIS department, who agreed to create a web-based English proficiency program instead of modifying the existing EOA program. This entirely new web-based program will be designed according to the needs and challenges of the new normal situation in education since the pandemic remains uncertain at the moment. The researcher looks forward for the development of this new project with the collaboration of the SDCA technical team given the most upgraded resources and approval of the school administration. With these recommendations, the researcher hopes to realize one of the goals of SDCA, and that is to prepare the students to become competent, not only in face to face but also in online communication skills, and also to support the goal of producing SDCA graduates who possess the attributes of being a true Dominican as how the institution tries to remain true in its slogan that “A good Dominican speaks good English.”
