Services offered:
Case Management: Case workers assist individuals facing financial difficulties and provide financial literacy services, credit repair, and budgeting assistance.
Emergency Services & Home Energy Assistance Program (HEAP): provides financial assistance with rent/mortgage payments, utilities/bulk fuels, prescriptions, and other emergency needs. Cooling Assistance in the summer.
Housing Counseling: provides new homebuyer and foreclosure mitigation counseling services.
Life Skills Individual Development Accounts (IDA): IDAs are client saving accounts that are dedicated to purchasing a house, education or training, or starting or expanding a small business. CAC matches savings at a 2:1 rate after required training is completed.
Small Business Development: (Microenterprise) provides business training, financial assistance, and ongoing technical support for persons wishing to start or expand a small business
Weatherization: Provides home weatherization services including insulation and associated energy saving repairs, heating system repair/replacement, and education on ways to reduce energy use.
Assistance for Prescriptions and Water Disconnects: The Community Services Department may be able to assist with an emergency prescription, water disconnects, water deposits based on current funding availability and household income eligibility below 200% of federal poverty guidelines. (This is temporary change in income guidelines due to COVID)

Public Assistance assesses individuals and adults with financial as well as medical assistance through a variety of programs.
Programs:
Prevention, Retention and Contingency (PRC): which can assist low-income families in a crisis situation with nonrecurring urgent needs
Ohio Works First (OWF): is part of Ohio's Temporary Assistance to Needy Families (TANF) to provide time-limited cash assistance to eligible families. The OWF program provides case benefits to eligible needy families for up to 36 months if they fulfill all of the requirements in the Self-Sufficiency Plan and Contract.
SNAP program: helps people with low income obtain nutritious food. Eligibility is based on federal guidelines including income, resources and household size.
Medicaid: is a state and federally funded health care coverag3e plan for low-income and medically vulnerable people of all ages. Medicaid provides health coverage to a number of different groups of people who meet financial requirements, including the two major groups of Family and Children, and people who are AGed, Blind or Disabled. Contact the agency at 567-376-3777 to inquired about eligibility. Medicaid coverage includes: The Basic Health Plan, The Long-Term Care Health Plan, Medicaid Premium Assistance, The Hospital Care Assurance Program and The Disability Assistance Program.

Understanding Changes to SNAP, Medicaid and Medicare with the Unwinding of the additional Pandemic Funds
SNAP Benefits:
If you are currently receiving SNAP Benefits you should have received a letter regarding the changes to your individual SNAP Benefits. March 2023 the dollar allotment reverts back to pre-covid initial amounts. This means that if you were receivinag $250.00 before COVID and are now receiving an additional allotment of $200.00 you will lose that additional $200.00 effective March 2023. You will still receive the initial $250.00 if found to still qualify. The numbers used are only an example
Medicaid:
The COVID Relief act allowed for continuous coverage eligibility. This meant that even if you no longer qualified for Medicaid during the last three years, your Medicaid Benefits could not be terminated. Effective March 31, 2023 the unwinding started. This means that they will be removing the continuous coverage eligibility. If you are currently on Medicaid and no longer eligible your benefits will end sometime in the next 12 months. Once your benefits come up for annual renewal or if achange is reported then your benefits will be reviewed. If you are no longer eligible at that time, then your Medicaid Benefits will be closed. This will start with April Medicaid renewals.
Medicare:
This affects your Medicare coverage if you have been Dual Eligible. This means that you have been receiving Medicare and Medicaid. When you no longer qualify for Medicaid, you will lose your current Medicare coverage. You are then able to select new coverage that meets your needs. If you do not select the coverage, your current Insurance Carrier will select your coverage for you and put you on a plan that likely will not meet your needs. They will not be checking your providers and emdications to ensoure proper coverage. You will have a Special Election Period to select the coverage you wn that best fits your needs. A local agent can help you with this process.

CAP helps any Putnam County resident who has a cancer diagnosis and is receiving treatment. The help is in the form of monetary support.
Services Provided:
Reimbursement for prescription expenses related to treatment, including chemotherapy, radiation and cancer related medications which are not covered by insurance.
Reimbursement for mileage to and from treatment.
Financial Assistance for supplies associated with having cancer, such as nutritional supplements, wigs and medical supplies
