Established under Resolution No. 016, series of 2004 of the Sangguniang Bayan of Dumaran, Palawan, and the Council unanimously approved the establishment of PSU-Dumaran and provided funds, amounting to One Million Pesos (Php1,000,000.00) as municipal aid to Campus during its first-year operations. The resolution was forwarded to the province, and it was approved by supporting the resolution of the Sangguniang Panlalawigan No. 062, series of 2004.
The proposal for the opening of the College was under the representation and leadership of Hon. Mayor David G. Aurelio and through the recommendation of Professor Jesus V. Apdon, Dean of CCRD, and the recommending approval of Dr. Erlinda A. Ganapin, Executive Vice President & VP for Academic Affairs, Dr. Teresita L. Salva, President of Palawan State University and approved the operation of the Center. A Memorandum of Agreement signed between the Municipal Mayor and the PSU President, which formalized the operations effective School Year 2004-2005 and assigned Jaime A. Negosa as Director of the Center. Temporary shelter of instruction was at Sta. Teresita National High School in one of their two-classroom building and was moved to Barangay Sta. Teresita Hall.
During the first year of operations, initial programs were: Basic Education leading to Bachelor in Elementary Education and Bachelor in Secondary Education; Bachelor of Entrepreneurship, Ladderized Engineering Technology for Mechanical and Electrical. Total enrollment during the First Semester was 78. At the close of the SY 2004-2005, PSU-Dumaran purchased 4 hectares of land as PSU site located at Sitio Sendegen about 1 .5 kilometers from the Barrio proper of Barangay Sta. Teresita, Dumaran, Palawan amounting to Php100,000.00 from Mr. Euquerio Oblian and Hammot Families. Enrollment in the First Semester of SY 2005-2006 is 95 inclusive of first and second year. BEED, BE, and ladderized Engineering Technology (MET & EET). BSED was phased out due to lack of enrollment, but BEED increases its enrollment number compared to the previous year's enrollment. A significant accomplishment during this period is the program offering of Bachelor of Arts in the island, Poblacion of Dumaran, Palawan, which held classes during the evening. Non-successes of this period include the Municipal cut down of aid from Php1,000,000 to Php500,000.00 and an additional increase of account receivable due from the students.
SY 2006-2007 is the period of significant adjustment of the Center because of the critical decisions taken to phase out courses lacking enrollment, such as Bachelor of Entrepreneurship and Ladderized Engineering courses and the lowering of tuition fee collection from P120.00/unit. A notable achievement is the upward trend of enrollment compared to previous years despite the phasing out of courses. Enrolment posted during the First Semester is 106. Significant accomplishments during this period are the leveling of PSU Grounds and concrete two-classroom buildings at the site.
To date, PSU-Dumaran offers Bachelor of Science in Agriculture and Bachelor of Science in Entrepreneurship major in Agribusiness. It has already produced several licensed professionals who are now serving the different public and private institutions of Palawan. Three (3) additional buildings intended for instructional purposes and one (1) building for the administrative building constructed due to the increasing number of students and faculty members. The Local Government of Dumaran has pledged to increase its funding to Php1, 200,000.00 annually. Despite many storms on the way, PSU Dumaran is moving forward on its upward trend. As our identity, we are visionary for fulfilling our mission and vision to provide accessible and quality education in rural communities.
