An instructional framework provides a cohesive structure made up of proven components, but it is adaptable so as to work with varying teaching styles, content areas, and student needs (while maintaining the core structure of the framework).
NPS adopted the Gradual Release of Responsibility (GRR) Instructional Framework, which provides a structure to shift cognitive work to the learner. Within this framework, teachers rely on Tier One strategies to engage all learners.

The goal of the Gradual Release of Responsibility Framework is to provide appropriate instruction, moving students towards independence. The GRR Framework does not have to be linear. Based on instructional objectives, educators may appropriately choose to begin in any part of the framework. NPS uses The Learning Target framework to guide daily lesson planning with a focus on standards-based instruction and clarity around what students will learn by the end of a lesson. The target guides instruction across the GRR.
Gradual release is inherent within the instructional delivery model. The model is determined by the nature of the discipline.
Workshop model - promotes independence, allowing students to engage in authentic experiences. (see page 8 for an overview of the workshop model in K-8 ELA and page 5 for an overview in elementary math)
5 E model - engages students in actively investigating a discipline, actively searching for knowledge or understanding.
According to the instructional core, one way to improve student learning at scale is to focus on teacher practice. This is the focus of continuous improvement through Data Driven Decision Making. NPS has most recently focused on practices outlined below.
