talked about steps taken to protect the U.S. population against biological terrorism. He said that preventative measures were needed because intelligence alone did not provide for an adequate response time. Such measures included stockpiling medicines, scientific research into vaccines, and training for first responders.

During the attack, Giuliani may have been near the WTC towers. Interviews with Barry Jennings, a 9/11 survivor of the tower 7 crash, reveal that Giuliani may have been in tower 7 on the day of the attacks, but exited the building hours before collapse. Additionally, in an interview with ABC News on the day of the attacks, Giuliani indicated that he was "at the scene" saying: "We went down to the scene and we set up headquarters at 75 Barclay Street which was right there with the police commissioner [and] the fire commissioner and the head of emergency management. And we were operating out of there when we were told that the World Trade Center was gonna collapse, and it did collapse before we could actually get out of the building so we were trapped in the building for 10-15 minutes and finally found an exit, got out, walked North, took a lot of people with us."

The Department of Veterans Affairs Act of 1988 (Pub.L. 100–527) changed the former Veterans Administration, an independent government agency established in 1930 into a Cabinet-level Department of Veterans Affairs. It was signed into law by President Ronald Reagan on 25 October 1988, however came into effect under the term of his successor, George H. W. Bush, on 15 March 1989.

The reform period 1995–2000 saw the Veterans Health Administration (VHA) dramatically improve care access, quality, and efficiency. This was through leveraging its national integrated electronic health information system (VistA), and in so doing implemented universal primary care, increased patients treated by 24%, had a 48% increase in ambulatory care visits, and decreased staffing by 12%. By 2000, the VHA had 10,000 fewer employees than in 1995 and a 104% increase in patients treated since 1995, and had managed to maintain the same cost per patient-day, while all other facilities' costs had risen over 30% to 40% during the same period.[citation needed]

The 2008 "New GI Bill" (Post-9/11 Veterans Educational Assistance Act of 2008) authored by Sen. Jim Webb (D-VA) doubled GI Bill college benefits while providing a 13-week extension to federal unemployment benefits.
