Hugh Carey was a member of the House of Representatives from 1960 - 1974 until he became governor of New York from 1975 to 1982. Hugh Carey was the one who proposed the bill for the National Technical Institute for the Deaf while he was a part of the House of Representatives. The building was dedicated to him during the NTID's 15th homecoming weekend.
