The location was selected because there are many small watersheds along the same mountain, separated by divides.
The conditions (soil, climate, biological community) are similar. Small changes in one watershed can be compared to the others and measure the effects.
A real TOTC… Colorado River, major river of North America, rising in the Rocky Mountains of Colorado, U.S., and flowing generally west and south for 1,450 miles (2,330 kilometres) into the Gulf of California in northwestern Mexico.
From 1950 to 2000, the percentage of the country’s population in the US Sun Belt region increased from 28% to 40%, putting more pressure on freshwater resources. Little water flows down the Colorado River once crosses the US-Mexican border. Farmers are strained for resources in growing crops. Does Mexico have claim over water resources before they cross international borders?
A real TOTC… the Great Lakes contain about 20% of the world’s surface freshwater. Two Canadian provinces and eight US states line the borders of the five lakes. Who gets to use the freshwater resources? Who is in charge of the management of the resources?
The eight states enacted the Great Lakes Charter (1985), strengthened by the Great Lakes Compact (2008), which restricts water withdrawals to only counties that are partly or completely within the area of the watershed and aquifer, in hopes to sustainably manage water use and guarantee aquifer recharge. The compact is the means by which the states implement the governors' commitments under the Great Lakes–St. Lawrence River Basin Sustainable Water Resources Agreement that also includes the Premiers of Ontario and Quebec.
