In 2021, a benchmarking activity was conducted by the Department of Information Technology faculty members at Central Philippine State University (CPSU) Hinoba-an for possible extension projects. Through this benchmark, the idea of designing and developing a vermicomposting device came to exist. The extension project, entitled “Lightweight Mobile Vermicompost Sieving Device,” was then proposed and approved during the 192nd regular board meeting of the Board of Trustees of Carlos Hilado Memorial State College via Zoom video conferencing on November 4, 2021. The research project aims to address the research and development agenda in the modernization mandate of the farming system through the development of an effective and cost-efficient vermicompost sieving device.
The Lightweight Mobile Vermicompost Sieving Device is a technology that aims to increase the efficiency of vermiculture and comply with farming modernization, resulting in increased production, a farmer’s economy, and farming sustainability.
The research project is also anchored upon the second goal of the Sustainable Development Goals (SDG) by the United Nations, which is to end hunger, achieve food security and improved nutrition, and promote sustainable agriculture. In particular, SDG 2.a specifically states that there should be an “increased investment, including through enhanced international cooperation, in rural infrastructure, agricultural research and extension services, technology development, and plant and livestock gene banks in order to enhance agricultural productive capacity in developing countries, in particular, least developed countries” by 2030 (Desa, U.N., 2016).
The research project on the development of the vermicomposting sieving device became the basis of the initiation of this extension program. This extension program is primarily anchored upon the same agenda and goal: to provide a sustainable development program in the implementation of community extension projects under the umbrella of the COMPUTER Program. The extension program is composed of five (5) extension projects which do not only contribute to SDG 12 but also to several Sustainable Development Goals (SDG) by the United Nations.

The selected partner for this extension is the 4H AIYFAWA (Anahaw Integrated Young Farmers and Workers Association, 4H AIYFAWA). The “4H” stands for Head, Heart, Hands, and Health. The 4H AIYFAWA is a youth organization that aims to represent the younger generation in terms of agricultural interventions, leading towards organic with the principles of health, ecology, fairness, and care. The 4H AIYFAWA is located at Sto. Tinago, Brgy. Anahaw, Hinigaran. The Association has around 70 members, composed of young farmers as young as 10 years of age, which they call “Young 4H,” who are all residents of Brgy. Anahaw. Some members of the association are students and out-of-school youth. 4H AIYFAWA’s farm is a two-hectare property owned by Mr. Jorge V. Villanueva, also a resident of the Brgy. Anahaw. Mr. Villanueva willingly lent part of his seven (7) hectare land to the association in the hope of giving and providing livelihood to young farmers and the community. There is an existing Memorandum of Agreement (MOA) between Mr. Villanueva and the 4H AIYFAWA. Products of 4H AIYFAWA include vegetable crops and fruits such as lettuce, pechay, eggplant, okra, kamoteng kahoy, kamote, papaya, and many more. These products are sold to the community, and some are sold with the help of the municipality’s Negosyo Center. The association is also starting to raise domestic pigs as livestock.
After the partner, the 4H AIYFAWA was identified. The program leader, along with the project leaders and the COF-ECS Coordinator, went to the site at Sto. Tinago, Brgy. Anahaw, Hinigaran to conduct a needs assessment on November 18, 2021. The results of the needs assessment were used to develop more activities and additional extension projects that would help improve not only the lives of the members of the association but the community as a whole.
Based on the results, the number 1 choice of the respondents is the Computer Education, garnering a mean rank of 2.71, followed by Food Technology with a mean rank of 3.29, Hotel and Restaurant Servicing with a mean rank of 3.95, Accounting Technology with a mean rank of 5.4, and Agricultural Technology at rank 5 with a mean rank of 5.4.
Of the 12 choices, Computer Education is the first choice of the respondents, which can be delivered by the faculty extensionists from the Department of Information Technology of CHMSU Binalbagan. Food Technology can also be made possible by the extensionists from the Department of Education, specifically of faculty from TLE department. While the Accounting Technology may be delivered by the faculty extensionists from the Department of Business Administration. Agriculture technology can also be addressed by the Department of Information Technology through their research project in vermicomposting sieving device and their different software projects.
At rank number 1, the respondents prefer to receive a training in health, followed by first aid with mean rank of 3.21, then hygiene with mean rank of 4.27, literacy at fourth place with mean rank of 4.4, and at the fifth place is solid waste management with mean rank of 4.75. The respondents' preferences also include training in Gender and Development (GAD) with a mean rank of 5.2, followed by parenting with mean rank of 6.67, capability building with mean rank of 6.99, agriculture with mean rank of 7.18 and disaster risk reduction management as the last preferred learning need.
Based on the given data, the respondents prefer to receive trainings and seminars on health-related fields or topics. With this, the researcher would greatly consider adding the school nurse as a member of the extension program. The Office of the Gender and Development (GAD) and Office of the Guidance Services will also be considered for a collaborative extension program to address the needs of the respondents in topics of learning in Gender and Development, parenting, and capability building.
The following are the needs of the community of Brgy. Anahaw according to the respondents are presented in the table below. At rank number 1 is Medical Mission with a mean rank of 3.26, followed by Waste Segregation at number 2 with a mean rank of 4.35, then the Feeding Program with a mean rank of 4.45. With a mean rank of 4.7, the respondents would also like a Herbal Garden in the community, Peace and Order follows with a mean rank ok 4.88, followed by a Cooperative with a mean rank of 5.75, and a Sport Clinic. The respondents ranked Landscaping and Beautification at number 8 with a mean rank of 6.95, followed by Guidance Counseling with a mean rank of 7.06, Dental Mission with a mean rank of 9 and lastly, Coastal Clean-up at number 10.
The results show that the respondents are in need of health-related services such as Medical Mission and Feeding Program; which supports the results in their preferred learning needs and seminars. The respondents would also like an Herbal Garden which is understandable since some of the respondents are member of 4H AIYFAWA. The researcher may also consider adding Physical Education instructors as members to cater the need of the community of a Sport Clinic.

The selection of partners started by interviewing Mr. Aniceto Muñoz last in charge of the Municipal Environment and Management Office (MEMO) of the Municipality of Hinigaran.
Through their office, potential partners were identified. Since the initial goal of the extension was to transfer the technology in vermiculture, farmers and agricultural associations were considered potential partners. The program leader and the MEMO considered several factors in choosing a partner from the farmer associations in the Municipality of Hinigaran. One factor that was extensively considered was the association's location since the eco-park, from which the MEMO operates, is located in Brgy. Anahaw. With this, the program leader and MEMO considered choosing a partner within the area. Location is essential since the project team plans to work with the MEMO to collect biodegradable compost from the municipality. The collected biodegradable compost will be used in the extension project for vermicomposting.

November 12, 2021
Project members met with the possible partners at the Negosyo Center of the Municipality of Hinigaran on November 12, 2021. The meeting started with short self-introductions and an interview with Ma'am Rizalinda Grijadlo, founder of 4H AIYFAWA. At the meeting, Ma'am Grijaldo presented the 4H AIYFAWA to the project members, its mission and vision as an association, and their need for training for its young members. The meeting was made possible by Mr. Aniceto Muñoz.
The Community Extension Program is an activity where an individual can experience a different way of learning. Conducting a community extension program is about relationships in building communities. It is designed for personal and social development.
The Level II accreditation findings and CHED visit (OIQAG) last October 17, 2019, to Extension & Community Services office gave comments/findings that:
CHMSC students lack involvement in community service, an avenue designed to provide students with opportunities to use newly acquired skills and knowledge in real-life situations in their own communities and to enhance what is taught in school by extending learning beyond the classroom and into the community and thus augmenting or fostering the development of a sense of caring for others.
Some CHMSC faculty extensionists per department/program don’t have ongoing extension programs because some of them had a hard time implementing extension activities due to a lack of manpower, such as the students who could somehow assist them in implementing their extension project/program.
Part of the initiative of this Extension Program of the Department of Information Technology is to encourage the participation of faculty members and students in community service. Developing a community is an act of fulfilling the mission of helping people to uplift not only the standards of living of those deprived, but it would also have a greater impact on the character and values of the faculty, staff, and students who take part in this worthwhile undertaking. It is further explained that students who helped and participated in community extension programs grew to become more productive and efficient students and community members. Aside from the student's participation, this program also aims to encourage the participation and engagement of CHMSC faculty and staff in extension programs. Lack of manpower may be addressed through the help of student-extensionists in assisting in the implementation of their extension project/program.
The continuous innovation of technology locally and globally has reached an extreme where it improves how people work and communicate in their daily lives. Using technology in the community is considered a factor of modernization and a technology-driven society. Thus, this Extension Program Proposal entitled "COMPUTER (Community Productivity through Utilization of Technology and Enhancement of Resources) Program" came to exist. This extension program aims to promote productivity in communities through technology and enhance the resources of these communities. This program primarily focuses on the Transfer of Technology, which aims to boost the economy by hastening the application of laboratory technology and resources to commercial and public demands and possibilities. Technology serves as a catalyst for societal transformation in any successful economy. The function of technology in community development is to offer people inside the wider ecosystem power and a voice. It empowers people to shape their brighter future (Neelam, 2016). With this, the Department of Technology proposes two (2) Extension Projects, namely: "Vermicompost Sieving Device Training and 4H AIYFAWA Vermiculture Management System" and "Autonomous Plant Watering System for 4H AIYFAWA". Other than the extension projects on technology transfer, there are also several extension projects under the umbrella of the COMPUTER Program. These extension projects will help to attain the objectives of the extension program.

The proposal for the extension program and the 5 extension projects under its umbrella was first presented during the Campus In-House Presentation on November 25, 2021. The Campus In-House was done to improve the proposal before it is presented in Agency In-House Presentation. Extension Experts scrutinized the proposal at the Binalbagan Campus of Carlos Hilado Memorial State University.

The proposal for the extension program and the 5 extension projects under its umbrella was presented during the Agency In-House Presentation on December 3, 2021. Extension Experts from the four campuses of Carlos Hilado Memorial State University and an external expert from the University of Antique are members of the panel during the presentation of the proposal.
January 12, 2022
The proposal was presented during the REICO on January 12, 2022, for final deliberation and approval of the budget. The proposal was then approved by the Board of Trustees on January 31, 2022, during the 193rd Regular Board Meeting via Zoom Video Conferencing.

P112,765.00 was approved for the Project CLEAN extension project, P115,690.00 for the Exploring Value-Chain of the Agricultural Products for Sustainable Business for 4H AIYFAWA extension project, P149,500.00 for the GAD Grace extension project, P191,375.00 for Vermicompost Sieving Device and Management System extension project, and P255,495.00 for the Autonomous Watering System extension project. The budget also covers a budget for the Monitoring and Evaluation of the whole program amounting to P54,400.00 and P30,950.00 for Office Supplies.
November 4, 2021
A meeting for possible collaboration with other departments and units was conducted on November 4, 2021. The Program Leader presented the IT department's plan to conduct an extension program and proposed a collaborative extension with other departments. From here, possible extension projects and training were considered to be included under the umbrella of the department's extension program.
December 10, 2021
The proposals for the extension program and projects were finalized during the meeting on December 10, 2022. The results of the Needs Assessment were greatly considered during the finalization of the proposals.
November 19, 2021
The ECS-COF conducted an orientation for the members of the COMPUTER Program on November 19, 2021, since most members are fairly new to conducting extension and community services. The orientation included topics on how to use the different forms and documents of the Office of the Extension and Community Services and how to properly conduct an extension program or project.
March 21, 2021
A Capability Building was conducted for the members of the COMPUTER Program on March 21, 2022. A Resource Speaker from the Central Philippines State University (CPSU) was invited to talk about Vermiculture, Vermicomposting, and modernization in Agriculture.
The Capability Building also included different topics on Extension services and an open forum conducted by the OIC of the Office of Extension and Community Services, CHMSU-Talisay.
December 6, 2021
On December 6, 2021, members of the COMPUTER Program were invited by the 4H AIYFAWA to join the association during the First Organically Grown Expo at the Municipality of Hinigaran. This expo aims to present the organic products of the municipality's different barangays and farming associations.
February 21, 2022
On February 21, 2022, the members of the COMPUTER Program visited the office of the honorable Mayor of the Municipality of Hinigaran, Mayor Jose Nadie Arceo, to present the approved extension proposal and asked for his approval to conduct the extension program in his municipality.
March 12, 2022
On March 12, 2022, the members of the COMPUTER Program met with their extension partners for the planning of the Launching Program. During the meeting, possible activities were discussed.
March 25, 2022
Launching of the extension program and MOA signing was conducted on March 25, 2022. The Launching program started with a Clean-up drive at the farm of 4H AIYFAWA, followed by Zumba and presentations of the 5 extension projects.
A short program for Women's Month was also conducted by the GAD Grace extension project members and other members of the COMPUTER program and extension partners. Different activities and games were prepared for women and young farmers of 4H AIYFAWA.
MOA Signing was done in the afternoon with the Punong Brgy. Freddie V. Mongcal of Brgy. Anahaw and the founders of 4H AIYFAWA.

On July 8, 2022, the members of the COMPUTER Program visited the farm of 4H AIYFAWA. The members checked the gardening plots to be used for the vegetable gardens of the young farmers. The members also checked the vermicomposting house at the farm.
February 11, 2023
On February 11, 2023, the members of the COMPUTER Program visited the farm of 4H AIYFAWA. The members checked the enhancements on the farm including the vermicomposting house and the construction of a new comfort room. These were made possible through the effort of the members in promoting and selling of the products from the farm.

On June 28, 2023, the members of the COMPUTER Program met with Ma'am Riza Grijaldo, founder of 4H AIYFAWA, to discuss the Phase 2 activities of the Extension Projects in Vermicomposting Management System and GAD Grace.
