A partner in the institution's educational mission to develop and support learners who can discover, access, and use information effectively for academic success, research, and lifelong learning.
The library conducts library instruction such as orientation to all new students on how to use the library, its facilities and its resources and electronic database instruction and training.
The library integrates library resources access into institutional web and other information portals.
The library conducts service community activities such as storytelling, book donation, and story book giving.
The library provide a variety of innovative and flexible services and tools both for face to face and online such as: reference and information services, inter. Intra-library loans, document delivery, selective dissemination of information, remote access to electronic resources, and software platforms that support plagiarism detection, qualitative research, reference management/tools, circulation services (i.e. book padala, book pick up and drop off in designated areas, scanning or digitization, photocopying).
The library holds book fair to facilitate the selection of the faculty of the best library collection for their subject taught.
The library also provides subject bibliography/references for the faculty to have ample resources for their syllabus and instructional materials.
Allow faculty member to borrow books and other instructional materials subject to library rules and regulations.
Standards tables, book stand and chairs are provided for a comfortable stay in the library
The library has learning spaces for discussion, creation, and innovation.
The library has the IT infrastructure such as computers, tables, internet and WiFi access to keep current with advances in teaching and learning technologies.
Adequate air-contditioning units, lightings and ceiling fans are provided.
Internet connection (LAN and Wireless) is provided.
Appropriate and comfortable furniture are provided.
The library has an integrated library system that facilitates the application modules designed to perfomr the technological and readers' services functions of the library such as acquisitions, cataloging, serials management, indexing, resource discovery (searching) as well as circulation and transaction monitoring.
The library has an emergency exits, fire extinguishers, built-in emergency lights, and CCTV are installed
The library provides collections that incorporate resources in a variety of formats, accessible virtually and physically.
The librarians are coordinating with the Program Chairs and the College Dean for the recommendation of book and journal titles from their respective professional and specialization courses.
Conduct of library collection mapping to evaluate the existing collection of its adequacy, relevance and recency.
Prepare collection projection as basis for acquisition of new or additional titles and volumes.
Physical inventory and deselection undertaking are done to keep the print collections relevant and up-to-date.
DDC scheme is adopted in classifying and arranging books the shelves to ensure efficient identification and retrieval.
OPAC is provided for easy access to available resources.
Signages can welcome, guide, instruct, and delight users, helping them navigate and enjoy all the resources and services of the library.

Library and Information Services (LIS)
The goals and objectives of the Library and Information Services (LIS) are being satisfactorily implemented. With the implementation of programs and activities on each objective - as enumerated above - it is apparent that the LIS plays a central role in enhancing and improving the quality of academic and research environment to make it attuned to the present needs of the users and compliant with the requirements set by external accrediting bodies. It also shows that the activities help attain the vision, mission, goals and policies of the library and the institution. The long-term plan of LIS in present and future operations entails its commitment to enhancing the collection development, services dissemination, and use of the library, facilities enhancement, and building of human resource. Likewise, the active participation and periodic meetings of library advisory committee, involvement of librarian in academic activities of the university, support from the management, participation of the users, standard facilities with innovative set-up, regular flow of resource generation, skilled and qualified staff deployment with further training, capacity building in terms of information and communications technology, information dissemination facilities, etc, are a few areas where best practices are rooted. Thus, with sound management practices, the LIS contributed a lot in the 100% COPC by CHED, accredited status by AACCUP, ISO 9001:2015 -QMS Certified and Recertified by the CIP, and in the attainment of a university status of the institution.
The college-wide Organizational Structure of the Library is anchored on the Organizational Structure of the entire Carlos Hilado Memorial State University (CHMSU) System which was approved by the Board of Trustees as per Resolution No. 13, series of 2023.
The Library’s Organizational Structure also follows the approved Library Operations Manual. Its management and operations are under the Office of the College President, Office of the Vice President for Academic Affairs, and Office of the Director of Library Services.
An institutional Library Advisory Committee was also established to provide non-binding but informed guidance for the continuous improvement of the Library. The campus libraries are managed by licensed librarians, along with their support staff and student assistants who attend to the library needs of the users. Likewise, internal and external linkages are established to generate opportunities for the development of the library as a whole. These two entities influence its operations, hence, these are presented in broken lines.
Similarly, the Organizational Structure of CHMSU – Binalbagan Campus Library is anchored on the Organizational Structure of CHMSU System and the Institutional Library and Information Services Division. As an affiliate, its management and overall operations are under the Librarian, who establishes strategies, policies, and goals of the Library in coordination with the Director of Library and Information Services, College Dean, Campus Executive Director, Vice President for Academic Affairs, and the Library Advisory Committee.
The Local Library Advisory Committee, chaired by the College Dean, regularly gives advices and guidance to the campus librarians particularly on collection development. The Librarian is responsible for the overall operations of the library, and supervises the support staff who handle various service points. The Support Staff members are para-professionals with required skills and knowledge in maintaining quality and satisfying library and information experience.
The CHMSU Library Manual serves as a guide for librarians, library staff, administrators, and library clients on the use of College Library services, resources, and facilities. The first Library Manual was approved by the Board of Trustees during its 136th Regular Meeting on April 13, 2012 at the HEDC Building, Commission on Higher Education, C.P. Garcia Avenue, UP Diliman, Quezon City. The CHMSU, then CHMSC, adopted and implemented the Library Manual starting on the first semester of Academic Year 2012-2013.
The college-wide Library Advisory Committee had met on June 16, 2015 to deliberate on the proposed amendments to the library policies on replacement of library card, signing of clearance, revision of flow chart regarding replacement of library card (lost or damaged), and inclusion of student representative in the composition of the student assistants in the College Library Organization Structure. The amendments were approved by the Board of Trustees during its 152nd Regular Meeting at the Conference Room, Administrative Building then Carlos Hilado Memorial State College, Talisay City, Negros Occidental on July 9, 2015. It was implemented starting on the second semester of Academic Year 2015-2016. As the years go by, there was a need to revise the Library Operations Manual, hence, the college-wide Library Advisory Committee met twice - on September 20, 2017 and February 15, 2018 - to revise the manual. The proposed amendments were thoroughly reviewed, including its title, VMGO (Vision, Mission, Goals, and Objectives), organizational structure, functions of librarians and support staff, policies and guidelines, forms, and among others. The output was subjected to further comments and suggestions. On October 12, 2019, the Revised Library Manual Operations was approved during the 177th Regular Board Meeting at Nature's Village & Resort in Talisay City with BOT Resolution No. 86, Series of 2019. It was implemented during the second semester of Academic Year 2019. University-wide librarians met for the review of the library's vision mission in preparation for the revision of library's manual on July 28, 2022. Then, on January 19-20, 2023 the Head librarians met for the review and revision of the library operations manual. The Institutional Library Advisory Board convened a meeting to discuss the revision of the library manual last April 17, 2023.
The institution has established a college-wide and a local library committee to act as an advisory body in matters concerning its operation and maintenance.

The College personnel occupying the above positions automatically become part of the Library Advisory Board.
So as to keep up with the constantly changing demands and realities of the time - including health concerns, with the rise of the COVID-19 global pandemic - a thorough review of and revisions in the existing Library Services and Policies is considered for the inclusion in the "new normal" practices. As presented in the infographics, memos, and minutes of meeting in the succeeding pages, it is evident that the Library Services of this institution have an active and functional committee that supports its continuous growth and improvement. On December 18, 2020, the newly designated Vice President for Academic Affairs had called for a virtual meeting among members of the college-wide Library Advisory Board to discuss, among others, the review of the composition of the institutional and local library advisory committee. It was agreed in the virtual meeting that the composition of the CHMSC Library Advisory Committee be reviewed in the light of the fact that new colleges have been established. It was further recommended that librarians will review and study the Advisory Board during the librarians' meeting that was then set on December 23, 2020.
As development is very dynamic, a thorough review of the existing policies to consider the new normal practices and conditions is on process. As presented in the infographics, memos, and minutes of meeting in the succeeding pages, it is evident that the Library Services of this institution has an active and functional committee that supports its continuous growth and improvement.
Last December 18, 2020, the newly designated Vice President for Academic Affairs called for a virtual meeting among members of the College-wide Library Advisory Board. One of the agenda is to revisit the composition of the institutional and local library advisory committee. It was agreed that the composition of the CHMSC Library Advisory Committee be reviewed for there are new colleges that were established. It was further recommended that librarians will review and study Advisory Board on the librarian’s meeting (December 23, 2020).
To serve as a body that work towards the Curriculum Responsive Library Collection
DUTIES AND RESPONSIBILITIES
The Deans should update the Library of the Programs' Curriculum Outline for a synchronized record.
The Programs Chairs and the Librarians should collaborate in the selection and classification of library collection responsive to the curricular offerings.
The Program Chairs and the Librarians should regularly review the library collection classified under the curriculum courses of the programs for relevance and recency.
The committee should meet once a year. Special ad hoc meetings may be called for emergencies if requested by members or the Librarian assigned per college
The Local Library Advisory Committee serves as a link between the library and the academic community. The committee aims to ensure that the learning resources selected and acquired per college are curriculum-responsive. Thus, librarians and faculty members, through their program chairs, are expected to collaboratively work in continuously developing and monitoring the library holdings that are attuned to the unique needs of the programs.
The Librarian plans, organizes, supervises the total operation of the library and responsible for the administration of its resources and services. Some of her duties and responsibilities include: supervision of the library personnel ensuring that they will be able to do their functions effectively and efficiently in their respective area of responsibility; directs the works and assigns duties of the library personnel; evaluates the performance of the library personnel; represents the Library in official and social activities of the College; acquire library materials that will support the curricular needs of the college upon the recommendations of the members of academic community such as Deans, Chairpersons, and faculty members; prepare library financial work plan and submits for approval; organizes, maintains, and evaluates the adequacy, richness and recency of library collections; and submits annual, semi-annual, quarterly, and monthly reports to the head of agency. Furthermore, conducts quarterly meeting with her staff to discuss issues and development of the library.
The Head Librarian is also involved in various administrative activities like:
Formulation of institutional and local plans (e.g. strategic plan, QOAP, PPMP);
Budget hearing or meeting;
Attendance to flag ceremony, general assembly, thanksgiving rites, etc.;
One of the clearance signatories;
Local management review.
