Personal long distance calls cannot be charged to government lines.
A personal long distance call may be made from a government telephone in an emergency situation, or when determined in the best interest of the government, and only if no charges incur to the government.
A personal credit card call may be direct dialed from government telephone lines with long distance capability. To place a personal credit card call, you must first know your long distance carrier’s direct dial access code. To reach the long distance network, the user must dial as follows: 99+10+10+XXX+0+area code+phone number. At the tone, enter your personal credit card number. You will be billed directly by your long distance carrier for calls placed via your personal credit card.
Collect calls cannot be accepted on government telephones.

The "93" prefix applies to:
1. Numbers not connected to our switch but within the DOD National
Capital Region, e.g. FT Belvoir, Pentagon, NAVFAC, Navy Yard etc., and,
2. Unconverted numbers within the hospital. If your phone has been
converted but your call destination has not, dial "93" before the seven
digit number.

DOD installations in the National Capital Region are considered TEMPO calls
