Levy and Bond Background Information:
● Elysian ran a levy in 2015 for staffing and benefits in opening of new building
● Elysian bond in 2013 (20 yr. bond) for $10 million to build new addition and renovation
● Elysian General Fund Levy 2022 for $270,000 used for staff salaries, benefits and curriculum
● Elysian Bond in 2022 for land purchase and building Multi-purposeTrack and Field for $5.3 million

Bond = Building (building projects,construction and land purchase)
Levy = Learning (salaries, benefits, curriculum, technology, services..etc.)
Safety and Security Need:
The District's surveillance system and paging / bell system are no longer able to be updated and require upgrades. We currently have rooms that are not connected to our system and cannot be reached in case of emergencies. The camera system does not meet regulations at this time, replacement parts are no longer available and the system cannot be expanded.This must be completed for next school year. The combined cost of this project is between $100,000 to $150,000. The District could also use an upgrade to other security features such as door access controls, lighting and ongoing training. One service the District would like to consider is the placement of a part-time to full time School Resource Officer (SRO) ($90,000 approx. for full-time). Through a Building Reserve Levy these updates and services could be funded. With a perpetual levy (on going) the District could fund these projects, employ a part time SRO and support other safety and mental health services.
Year 1: Surveillance and Paging/Bells system upgrades
Year 2: Door access control updates and part-time SRO
Year 3: Lighting updates and part-time SRO
Year 4 and on: Part-time SRO, training for staff, counseling support for student needs and various other upgrades to safety and security
Building Reserve Safety / Security Levy Cost:
The District is considering a $120,000 Building Reserve Safety Levy to fund these updates.
The impact per $300,000 taxable valued home would be approx. $13.87 per year ($1.15 / month).
The impact per $600,000 taxable valued home would be approx. $27.74 per year ($2.31 / month).
