The extraordinary powers given to him under the Economic Emergencies Act lent him substantial but not unlimited cover.
For five years, Higgins juggled four sets of books while presenting the Hygeia project differently to all parties involved, all the while keeping the truth from almost everyone. The lies and misappropriations weighed heavily on him, knowing that there would be treason charges if the launch date was not met. He knew there was only a limited amount of time he could keep up the subterfuge.
Thankfully, with the creation of the Tug Drive, which both St. Sere and Musk were interestingly claiming solo credit for, the design of the ship, as supplied by the IPF, became simpler. The stocking of supplies and the secret gathering and coordination of the famous pioneers involved made the launch somewhat difficult.
