There is confusion over the status of the proposed Underhill South CPZ consultation. Whilst on the Barnet Council website, it now marks the consultation as closed we are aware that, in at least one location, letters from Barnet Council dated 22 July 2025 with reference SCR652 were sent to residents:
"We understand that some residents of your road may not have received the initial letter sent earlier this month. We apologise for any inconvenience and are writing to ensure you have full access to the information and opportunity to provide your views.
Please find attached the original letter with details of the proposed CPZ and a link to the online questionnaire. You may submit your comments by 04 August 2025."
Although we are aware of issues in more than one location, it is not clear whether Barnet Council are extending the deadline for one road, several roads or the whole area. It is also not clear how these residents can complete the online questionnaire when it is now marked as closed.
In our representation to Barnet Council we outlined that if only select streets have been granted an extension, this represents procedural unfairness. We further stated that all consultees must be treated equally to ensure the legitimacy of the process.
We will reach out to Barnet Council officers to seek clarification and will update here with any information we receive.
Update - response from Barnet Council, 30 July 2025:
"Officers can confirm that after liaising with our external delivery company it was confirmed there were a small number of properties in the informal parking engagement area they were unable to hand deliver to at the time. It was therefore agreed to send letters by post. To ensure fairness and to enable those who did not initially receive a letter the same amount of time to respond, it was agreed to set their response deadline date to 4 August 2025, and details of this were provided in their letters.
Officers confirm the online informal parking engagement did close on 28 July 2025 as originally agreed. However, we confirm we have received responses from those who were given a different deadline date to respond. The parking consultations email address is also included in all letters where officers would be happy to discuss any difficulties respondents may have. "
Update - Underhill Residents Group research, 31 July 2025:
Barnet Council wrote to several residents of Cedar Lawn Avenue, saying:
"I can confirm residents and businesses of Cedar Lawn Avenue and other surrounding roads did receive letters as we have received feedback to the engagement from all roads, but our letter distributors may have had issues accessing your property when the letters were hand delivered during week commencing 30th June 2025."
This is demonstrably incorrect as we have spoken to at least 10 residents of this road, none of whom received the consultation document, and we know of several individuals who received the same email.
