Races: Core + Tiefling
Level: 7 [Starting HP: Max at first level + average (1/2 die size + 1) each level after.
Point Buy: 25 [No base score higer than 18 or lower than 8 before racial adjustment]
Skills: We will be using Background Skills.
Traits: Choose two traits. No drawbacks for a third trait. We encourage the use of our traits from the Campaign Traits section.
Starting Wealth: 10,500 GP (Galt’s economy has been destroyed multiple times over the last few decade, its poor economy has either affected you as a citizen, or through heavy taxes and bribes to enter the country or stay unmolested as a foreigner; WBL-2)
Pre-crafting: Characters may craft up to 2 items that require item creation feats (except scrolls and potions). Characters may craft as many mundane items, alchemical items, scrolls and potions as they wish.
Feat Rules: We will be using the expanded Elephant in the Room rules.
Additionally, players will get 1 free "skill feat" [Acrobatic, Alertness, Animal Affinity, Athletic, Deceitful, Deft Hands, Magical Aptitude, Nature Soul, Persuasive, Prodigy, Scholar, Self-Sufficient, Stealthy, Street Smarts]. Players MAY NOT take Leadership.
Firearms: We will be using Emerging Firearms rules. Though there is not a RAW penalty to Stealth or hearing the sounds of combat, the existence of Oil of Silence suggests there should be. We will be applying a -10 to Perception DCs to notice Stealth and to hear the sounds of combat when a gun is fired.

Galtans speak primarily Taldane, which is Common in southern Avistan. Hallit is quite well known, but is spoken less in recent years as Galt has become increasingly isolated. The free Halflings of Galt have embraced their cultural tongue, and over the last fourty years, the language has become rather common. In Azurestone Dwarven is a commonly known language, but in other cities, it is used by small dwarven communities to protect from eavesdropping.
Players may be any non-CE alignment, HOWEVER, this is not a PVP-game; Isarn is treacherous enough without your allies stabbing you in the back.
Understandably, many characters that have set down roots in Isarn will be suspicious of newcomers. We don't expect you to be fast friends, characters may choose to withhold some information at times. But they should ultimately value their fellow Council members and also want the Red Revolution to end.
Post Frequency: 1/day minimum Mon-Fri, Once over the weekend, though more is always encouraged.
Self-Driven Characters: Players will have downtime which we hope they will use to progress their own goals and interact with Isarn.
Backstories: Your character will be 7th level, their backstories should include some of their achievements that brought them to the attention of the Cerulean Council and strong ties to Isarn.
When building your character, consider the following questions. Questions do not need to be answered explicitly, but should be incorporated when building your character submission. They will help you develop characters that will fit the setting well.
Reason for Staying: Isarn is a dangerous place without the promise of wealth nor power. If you're from Galt, why has your character chosen to stay? If you character is not from Galt, what brought them to Galt?
Goals: Working with the Cerulean Council is an opportunity to change Galt on a large scale, but what does your character want for themselves?
Vision for Galt's Future: The Cerulean Council is clearly opposed to Goss's demagoguery, but each can hold their own vision for the "proper" future of Galt. Think of what type of governance your character believes would best serve Galt.
Strengths: What are your character's strengths? The Cerulean Council wants talented specialists for their missions. Where does your character shine? How does your character solve their problems?
Expect slower leveling progression.
