Galt's first and best regarded vigilante, The Red Raven rose to prominence as a nocturnal crime-fighter in Edme over a decade ago. He was singularly responsible for the exposure and bloody demise of the dreaded Cabinet of Skulls. Afterwards, the Red Raven relocated to the streets of the capital, primarily Vieille Ville. The previously unaffiliated vigilante has been a vocal supporter of Korran Goss in recent years.
Break-in artists and cat-burglars have long-plagued the Industrial Quarter. A couple years ago, guards began finding these perpetrators still at the scene of the crime in the morning. Bound, bruised and sometimes close to death, criminals reported a figure in spiked armor interrupting the break in. The vigilante would then forcefully subdue the criminal. Only one such burglar was ever found dead, a thief notorious for killing many of his victims.
The community began to report sightings of the armored vigilantes, but descriptions of their armors varied. It is uncertain how many vigilantes there are behind the armors, but they always show up in pairs. This has earned them the monikers "Judge" and "Jury".
Five years ago, a great fire broke out in an abandoned warehouse in the Foreign Quarter. By the time the city guard arrived, a masked figure in tattered red and orange robes already completed the rescue effort. Dubbed "The Phoenix", the cloaked vigilante quickly became a beacon of hope in the poor and dangerous districts of Le Carrousel. For years citizens of Isarn would extol the Red Raven as their national champion, but the emergence of The Phoenix in the last few years has brought up debates about who is the true champion of Galt's downtrodden. Citizens tell tales of The Phoenix saving them from muggers, stopping break-ins, rescuing people from fires, even putting a stop to brutal beatings doled out by The Vice, Caydogs, and even the city guard.
Two years ago, the Isarn city guard began an effort to curb the out-of-control raccoon infestation plaguing the city. Across Isarn, the 'masked pests' were targeted for extermination. The efforts eventually revealed the source of the raccoon incursion, a large sinkhole that formed below a disused gatehouse in the southeastern city wall. The infestation was far worse than the city guard had imagined; the more guards they sent, the more ferocious the pests became. When a particularly ill-fated regiment returned with devastating and preposterous tales of a rabid halfling mounted on a dire raccoon, the hunt was called off.
After an implausible number of violent mishaps in the last decade, a rumor has started that these deaths are the work of a mysterious figure known only as "Le Malheur." Whether or not he exists, these incidents are blamed on Le Malheur, making it impossible to know how of these fatal accidents are his doing.
The success of Isarn's Erastilian community is based in the loyalty of Erastil's faithful to their god and each other, their insular nature, and the evident skill of their archers. Few in Galt have been brave enough to try and exploit some of Galt's most generous citizens. Even fewer have shared tales of pulling one over on the Stag God's followers. Though it is rare, every few months, a criminal or conman of some sort is found in the morning sun pinned to a wall, punctured with arrows. Some claim that Erastil himself is hunting down those who harm his devotees. Whether man or god, citizens claim to have spotted the Hunter running across rooftops, but the descriptions vary so wildly that eyewitnesses are mostly dismissed.
The Nord Rivière and Theater districts have seen a fair number of these extremely bizarre performances. Residents report a bright light that follows criminals. At the center of these spotlights, onlookers come upon an increasingly familiar scene: a masked woman engaged in spectacular combat with a criminal. Once the criminal has been defeated in dramatic fashion, the masked combatant takes a bow, and disappears into the night.
Over the last decade a pattern of peculiar revenge stories has slowly spread throughout the city. Citizens who have been victimized would find their aggressors prostrated, injured, maimed, sometimes even killed. Each recipient of the Sting's vengeance is branded with a personalized version of The Unquenchable Flame's symbol. While the mysterious avenger clearly has ties to Calistria, city officials have little hope that the Court of Bees would help capture The Sting.
More than enough accounts of this Cailenite vigilante exist. He's saved workers from midnight muggings as he casually sipped wine from a goblet. Beggars tell tale of his generosity, giving out food, silver pieces, or one of his mugs of ale. The city guards have run afoul of the Booze Hound during violent streaks, usually late at night on La Rue du Pain with whiskey on his breath. There have been many claims about nights he seems very deep in his cups, but he has yet to be captured or unmasked.
