Witchcart is an elderly human witch with tan skin, black eyes, white hair and a single tooth. For attire, she wears a black robe and witch hat with red inside, and red shoes. 

Witchcart behaves like a typical evil witch, cackling and taking pleasure in attacking others with magic, even referring to herself as wicked. She has a big ego, as shown by how she remodeled a large statue of Eggman in Panic Puppet Fortress to look more like her. Witchcart has a habit of rhyming everything she says and takes great pride in her rhymes, considering them art. By her own admission, she is impatient and short-tempered, as she demonstrates by yelling at the Witchcarters to get more Flickies as well as immediately aiming to crystallize Tails when he calls one of her rhymes "a slant rhyme at best".
